--Its exterior architectural features as identified in Arkansas state statute 14-172-208 (architectural style, general
design, and general arrangement of the exterior of a structure, including the kind and texture of the building
material ) are not appropriate to the historic character of MacArthur Park.
--It does not blend with the existing neighborhood and area of influence as required by city ordinance Sec 23-
