3 AN1jORYNANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 22,706 (DECEMBER 16, 2025), TO REFLECT REVENUE AND
5 EXPENDITURE ADJUSTMENTS FOR THE GENERAL FUND AND
6 WASTE DISPOSAL FUND; TO DECLARE AN EMERGENCY; AND FOR
7 OTHER PURPOSES.

9 WHEREAS, the City of Little Rock, Arkansas (City) approved a Comprehensive Budget in Little
10 Rock,Ark., Ordinance No.22,706(December 16,2025);and,
11 WHEREAS,it is appropriate to adjust the ordinance to reflect operational changes in the General Fund
12 and Waste Disposal Fund and where necessary to authorize the increase or decrease in the Fiscal Year 2026
13 line items for these and other matters;and,
14 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas approved Ordinance No.
15 22,700 (December 16, 2025) which amended Chapter 28, Article 1 § 28-25 and § 28-28 of the Revised
16 Code of Ordinances(1988) of the City of Little Rock, Arkansas, to increase Landfill and Collection Fees
17 beginning February 1, 2026; and
18 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
19 OF LITTLE ROCK,ARKANSAS:
20 Section 1. General Fund Section 5 of Little Rock, Ark., Ordinance No. 22,706(December 16,
21 2025), is hereby amended to reflect an increase in the General Fund Operating Resources, in the amount
22 of one hundred thirty-six thousand,six hundred seventy-one($136,671)to two hundred seventy-two
23 million,one hundred thirty-five thousand, seven hundred seventy-five($272,135,775).
24 Section 2. Waste Disposal Fund. Section 5 of Little Rock,Ark., Ordinance No. 22,706(December
25 16, 2025), is hereby amended to reflect an increase in the Waste Disposal Fund Operating Resources of
26 six million,one hundred nine-thousand,three hundred thirty-three($6,109,333)to thirty-three million,
27 five hundred forty-four thousand, six hundred thirty-three($33,544,633)and to increase the operating
28 budgets for Waste Disposal Fund by six million,one thousand, seven hundred six($6,001,706)to thirty-
29 three million,four hundred thirty-seven thousand,six($33,437,006).
30 Section 3.Severability. In the event any title, subtitle, section,subsection, subdivision,paragraph,
31 subparagraph, item, sentence, clause, phrase,or work of this ordinance is declared or adjudged to be
32 invalid or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the

1 ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or
2 unconstitutional was not originally a part of this ordinance.
3 Section 4.Repealer. All ordinances and resolutions, including but not limited to Little Rock, Ark.,
4 Ordinance No.22,706(December 16,2025)("the 2026 Budget Ordinance"),and any other ordinances or
5 resolutions that related to financial reporting within the City,are herby repealed to the extent of such
6 inconsistency.
7 Section 5.Emergency Clause. It is imperative that this Budget Amendment is effective as soon as
8 practical in order to assure the continued provision of City services, operations, and facilities;such
9 continuation is essential to the public health, safety and welfare, an emergency is, therefore, declared to
10 exist and this ordinance, shall be in full force and effect on the date of passage, and the various
11 City Departments shall operate immediately upon its passage, and for purposes of record keeping and
12 otherwise, as if it were in full force and effect from and after the date of its passage.
