Anne Guthrie DATE: 26 August 1999 APPLICANT: City Housing and Neighborhood Programs, Code Enforcement Division ADDRESS: 1415 Commerce and 1422 Rock streets COA REQUEST: Demolition of structures due to tornado and fire damages PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: Both subject properties are located south of I-630, in the area heavily damaged by the January tornado. The Commerce Street structure is located on the east side of the street, the second one on the left headed south on Commerce. It was constructed circa 1890s and has 1920s alterations; it is listed as contributing to the historic district's architectural significance. It is a single family structure, and has been owned by the present owner for nine (9) years; it was in the process of being rehabilitated at the time of the tornado. The tornado damage was not extensive, but a subsequent fire six to eight weeks later caused more serious damage to the property's roof and rendered the structure a safety hazard. The Rock Street property is located on the northwest corner of Rock and 15th streets. This property was before the LRHDC at its August meeting for a new roof; the request was deferred until roof drawings were submitted. This structure was the Markwell Apartments, constructed ca. 1900 in the Craftsman style; it is listed in the architectural survey as a contributing structure. There are four units, two up and two down; prior to the January tornado, only one unit downstairs was occupied. The August staff report contain additional details of the structure's historical and architectural significance. NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, no objections to the two demolition requests either by letter or phone. STAFF RECOMMENDATION: It is the recommendation of staff that the request for d lotion be approved for the 1415 Commerce Street structure. I sta recommendation that the request for demolition be denied for the Rock Street structure; in better condition, has not suffered the interior damage, its architectural integrity has not been compromised dramatically, and it is feasible for the structure to be rehabilitated.
