Property Owner: Cleveland Thomas, 1419 Commerce Street, Little Rock, AR 72202
Description of Violation: Failure to obtain a Certificate of Appropriateness.
Summary of Findings: On Tuesday July 12, 2005 Staff member Charles Bloom was in the field
doing research related to a nearby Certificate of Appropriateness. He noticed that new windows,
doors, and siding where installed on the property without obtaining a Certificate of Appropriateness.
Action Taken: Staff contacted our permit desk to see if any active permits were on the property.
None were. Historic District Staff Member Charles Bloom filed a complaint with the Planning and
Development Department. Arnold Coleman issued a "Stop Work Order" for failure to obtain a
permit in early September 2005. No contact has been made with the owner and the property
remains unchanged. Staff has not made direct contact with the property owner because of uncertainty
surrounding enforcement.
