3 A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH ARKANSAS WOLVES FC FOR THE
5 OPERATION AND MAINTENANCE OF THE OTTER CREEK SOCCER
6 FIELDS; AND FOR OTHER PURPOSES.

8 WHEREAS, the City of Little Rock owns and maintains the Otter Creek Soccer Fields as part of its
9 public parks and recreational facilities; and,
10 WHEREAS,the City is committed to providing accessible,safe,and well-maintained sports amenities
11 that serve both organized athletics and the general public;and,
12 WHEREAS, the City desires to improve field quality, expand recreational and programming
13 opportunities,and reduce operational and maintenance costs associated with the Otter Creek Soccer Fields;
14 and,
15 WHEREAS, Arkansas Wolves FC has proposed a partnership with the City to lease and manage the
16 operation of the Otter Creek Soccer Fields, including scheduling, routine maintenance, and soccer-related
17 programming,while ensuring continued community access to the facilities; and,
18 WHEREAS, the proposal to lease and operate the Otter Creek Soccer Fields was duly advertised and
19 evaluated through the City's established selection committee process, and Arkansas Wolves FC was
20 selected as the most qualified proposer;and,
21 WHEREAS,entering into a contract with Arkansas Wolves FC is determined to be in the best interest
22 of the City of Little Rock and its residents.
23 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is hereby authorized to negotiate and execute a contract with Arkansas
26 Wolves FC for the lease,operation,and maintenance of the Otter Creek Soccer Fields, subject to terms and
27 conditions consistent with this resolution and applicable City policies.
28 Section 2. The contract shall provide that Arkansas Wolves FC will manage field scheduling,
29 maintenance, and programming, while ensuring that the soccer fields remain available for community use
30 and consistent with the City's commitment to accessible public recreational facilities.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
2 resolution.
3 Section 4. Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
