3 A RESOLUTION TO AUTHORIZE A CONTRACT WITH
4 BURKHALTER TECHNOLOGIES,INC. IN AN AMOUNT NOT TO
5 EXCEED FIVE HUNDRED EIGHTEEN THOUSAND, TWO
6 HUNDRED FORTY-EIGHT AND 80/100 DOLLARS, ($518,248.80),
7 FOR THE JOHN BARROW ROAD STREETSCAPE
8 IMPROVEMENT PROJECT; AND FOR OTHER PURPOSES.

10 WHEREAS, it has been deemed appropriate and necessary to analyze and design
11 streetscape and intersection improvements on John Barrow Road at the Kanis Road Intersection;
12 and,
13 WHEREAS, project improvements include reconstruction of sidewalks with associated
14 driveway aprons, reconstruction of crosswalks and access ramps and installation of pedestrian
15 crossing signals and related work;and,
16 WHEREAS, responses to an Invitation to Bid ("ITB"), Bid No. 3052 for John Barrow
17 Streetscape were received by the City of Little Rock on November 25, 2025, and, of the (2) bids
18 received, it was determined that Burkhalter Technologies, Inc, provided the lowest, responsive,
19 responsible bid meeting specifications; and,
20 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK,ARKANSAS:
22 Section 1. The City Manager is hereby authorized to execute an agreement for the John
23 Barrow Streetscape project with Burkhalter Technologies, Inc. in an amount not to exceed Five
24 Hundred Eighteen Thousand, Two Hundred Forty Eight and 80/100 Dollars,($518,248.80), which
25 is the base bid amount of Four Hundred Thirty One Thousand, Eight Hundred Seventy Four and
26 00/100 Dollars, ($431,874.00)plus a Twenty percent(20%)contingency only if necessary to use it.
27 Section 2. Funding for this project is from the % Cent Capital Improvement Sales and
28 Compensating Use Tax Funds, and the 2018 Capital Improvement Bonds as authorized by
29 Resolution 14803. Account Activity TS6B137.
30 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause,
31 phrase, or word of this resolution is declared or adjudged to be invalid or unconstitutional, such
32 declaration or adjudication shall not affect the remaining portions of the resolution which shall
33 remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional
34 was not originally a part of the resolution.

1 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
2 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
3 inconsistency.
