MEETING MINUTES
The City Beautiful Commission held a planned meeting at 4:00 p.m. on Thursday June 26, 2025,
at Little Rock City Hall, 2nd Floor, Board of Directors’ Chambers, 500 W. Markham St. Chairman
Steven Homeyer called the meeting to order.

APPROVAL OF THE MAY MEETING MINUTES:
Motion: A motion was made that the May 22, 2024, minutes be approved.
Second: The motion was seconded, and it passed unanimously.

COMMITTEE REPORTS, UPDATES:
Public Relations:
Commissioner Chance informed the Commission that the CBC Facebook page is doing well, and
he asked if he could post pictures of the Eye of The Beholder Awards. Staff informed him that
they would check with each awardees to get their permission.
KLRB:
Commissioner Homeyer informed the Commission that Commissioner Mounce will now be the
liaison for KLRB. Commissioner Mounce is now on the Board of KLRB and reported she
attended her first meeting of the KLRB.
Landscape Awards:
Staff stated that we have two landscape award nominations: 3010 West 7th Street and 13000 Otter
Creek Parkway.
Eye of the Beholder:
Staff stated that we have had two “eye of the beholder” nominations: 116 Brown Street and 37
Vista Drive. Commissioner Chance asked staff if they would be willing to have the picture of
their yard posted to Facebook. Staff will contact the nominees.
T.R.E.E. Fund:
Commissioner Chance passed out the project description (see attached) for the request of trees from
Josue Quiroz at 1708 Old Forge Drive. Commission reviewed the proposal and requested that the City
Arborist approve all trees that are to be planted. Staff will contact Parks Division and discuss with the
City Arborist the Commission’s request.
NEW BUSINESS:
• Lenni Massanelli and Uta Meyer of the Sustainability Office spoke to the Commission on
evasive species and naturalization landscaping.
• Michael Howell, a concerned citizen, also spoke concerning the ability for him to have
natural landscaping at his property. He has been sited by Housing concerning his
landscaping.
• Director B.J. Wyrick spoke in favor of composing a committee to discuss the parameters
of Nationalization Landscaping.
The Commission voted unanimously to create a committee to examine the possibilities of having a
Naturalization Landscaping Definition. Some persons recommended to serve were a member from
each of the following groups:
Master Gardner
Master Naturalist
City Horticulturist
Housing and Neighborhood Programs
City Beautiful Commission
Keep Little Rock Beautiful

Staff will be contacting each of these groups to schedule the first meeting of the Naturalization
Landscaping Committee.
ANNOUNCEMENTS:
The next Commission meeting will be July 24, 2025.

Chairman Homeyer entertained a motion to adjourn the meeting.
Motion: A motion was made for the meeting to adjourn.
Second: The motion was seconded, and it passed unanimously.
