MEETING MINUTES
The City Beautiful Commission held a planned meeting at 4:00 p.m. on Thursday April 24, 2025,
at Little Rock City Hall, 2nd Floor, Board of Directors’ Chambers, 500 W. Markham St. Chairman
Steven Homeyer called the meeting to order.

APPROVAL OF THE NOVEMBER MEETING MINUTES:
Motion: A motion was made that the March 27, 2024 minutes be approved with the change
under “Landscape Awards” from We are not starting to take applications for the 2025 Landscape
Awards TO We are now starting to take applications for the 2025 Landscape Awards.
Second: The motion was seconded. The motion passed unanimously.
VARIANCE REQUEST:
None requested.
TREASURER’S REPORT:
Expense Report:
Commissioner Wierciak informed the Commission that he had been in contact with the City
Treasury Manager, Scott Massanelli concerning the CBC’s financial accounts.

COMMITTEE REPORTS, UPDATES:
Public Relations:
There was a discussion concerning the CBC Facebook page. Commissioner Chance and
Commissioner Miller will work together to get the Facebook and Instagram pages up and running.
There was a motion to allow Commissioner Chance to access and update the CBC’s Facebook
and Instagram pages. There was a second motion. The motion passed unanimously.
KLRB:
Commissioner Homeyer confirmed that “Keep Little Rock Beautiful” would like to have two of the
CBC Commissioners to serve on their Board. Commissioner Mounce and Commissioner Cowan
will serve.
Landscape Awards:
Commissioner Homeyer requested that the Commission approval funds for the Landscape
Awards signs for 2025. There was a motion to approve $350.00, there was a second. The
motion passed unanimously.
Eye of the Beholder:
Staff provided the Commission with the Eye of the Beholder cards. Commissioner Winchester
requested a pdf of the sign that we use for the award for the Eye of the Beholder.
T.R.E.E. Fund:
There were three (3) nominations for the fund. They are as follows.
1. John Landosky 2422 Gaines Street
2. Jim Metzger 1400 to 3200 Kavanaugh between Markham and Lee street, on the right-of-
ways of Charles Street and VanBuren.
3. Josue Quiroz 1708 Old Forge Drive
Commissioner Change will follow up on these requests and report back to the Commission at
the next hearing. Commissioner Homeyer will research to confirm that the requests are in the
Right-of-Ways.

ANNOUNCEMENTS:
The next Commission meeting will be May 22, 2025.
ADJOURNMENT:
Chairman Homeyer entertained a motion to adjourn the meeting.
Motion: A motion was made for the meeting to adjourn.
Second: The motion was seconded, and it passed unanimously.
The meeting was adjourned at 4:28 pm.
