MEETING MINUTES
The City Beautiful Commission held a planned meeting at 4:00 p.m. on Thursday July 24, 2025, at
Little Rock City Hall, 2nd Floor, Board of Directors’ Chambers, 500 W. Markham St. Chairman
Steven Homeyer called the meeting to order.

APPROVAL OF THE MAY MEETING MINUTES:
Motion: A motion was made that the June 26, 2025, minutes be approved.
Second: The motion was seconded, and it passed unanimously.
VARIANCE REQUEST:
None requested.

COMMITTEE REPORTS, UPDATES:
Public Relations:
Commissioner Chance informed the Commission that the CBC Facebook page is doing well. Our
Facebook page has gained about ten new followers. Commissioner Chance also stated that he
posted the Eye of the Beholder Awards.
KLRB:
Commissioner Mounce stated that the last meeting of Keep Little Rock Beautiful was mainly
orientation. She will have more to report next month.
Landscape Awards:
Commissioner Homeyer reminded the Commission that the deadline for Landscape Awards
Nominations is August 2025. He also stated that last year’s nominations, that didn’t win, are also
eligible for nomination.
Eye of the Beholder:
Staff gave out some of the Eye of the Beholder cards to the Commission.
T.R.E.E. Fund:
Commissioner Chance introduced Jim Metzger of the Hillcrest Business Board and Karen Ryall from
the Hillcrest Residence Board. Mr. Metzger presented a proposal requesting approximately 25 trees
from the T.R.E.E. fund. The Commission requested that he provide a list of the types of trees and
where the trees are to be planted.
Debbie Poirot spoke concerning T.R.E.E request on Old Forge Drive. She stated she will send
Commissioner Chance a copy of the trees that was provided to her as “acceptable trees to plant”.
NEW BUSINESS:
• Michael Howell, a concerned citizen, spoke informing the Commission that his yard is
now a Certified Natural Habitat through the Federal Wildlife Federation.
ANNOUNCEMENTS:
The next Commission meeting will be August 28, 2025.
ADJOURNMENT:
Chairman Homeyer entertained a motion to adjourn the meeting.
Motion: A motion was made for the meeting to adjourn.
Second: The motion was seconded, and it passed unanimously.
The meeting was adjourned at 4:38 pm.
