Markham St. Chairman Steven Homeyer called the meeting to order. MEMBERS PRESENT: Steven Homeyer Lee Cowan Dax Chance Louise Miller MEMBERS ABSENT: Adam Wierciak Mallory Mounce ALSO PRESENT: Sherri Latimer, Little Rock City Attorney's Office Debra Stafford, Little Rock Landscape Specialist APPROVAL OF THE NOVEMBER MEETING MINUTES: Motion: A motion was made that the April 24, 2024, minutes be approved. Second: The motion was seconded, and it passed unanimously. VARIANCE REQUEST: None requested. KLRB: Commissioner Homeyer informed the Commission that "Keep Little Rock Beautiful" will meet next week and vote on the applications of Commissioner Mounce and Commissioner Cowan. Landscape Awards: Commissioner Homeyer reminded the Commission that the landscape award nominations for the 2025 Awards. Eve of the Beholder: Commissioner Winchester informed the Commission that he had met with the Master Gardeners and instructed that group to contact staff if they were interested in nominating someone for the award. T.R.E.E. Fund: Commissioner Chance contacted the nominations for the T.R.E.E fund. He submitted to the Commission two proposals. One from Josue Quiroz and one from the committee "For a Greener and Shadier Hillcrest. Commissioner Laha said he would check with Mr. Quiroz to make sure the area that he is requesting is in the right-of-way. The Commission requested that Jim Metzger of the committee "For a Greener and Shadier Hillcrest present their proposal at the July meeting. Attorney Latimer stated that the Commission might want to put a memorandum of understanding in place with the applicants. NEW BUSINESS: The Commission requested that staff would update the City Beautiful Commission City website with the correct Commissioners. Staff will comply. ANNOUNCEMENTS: The next Commission meeting will be June 26, 2025. ADJOURNMENT: Chairman Homeyer entertained a motion to adjourn the meeting. Motion: A motion was made for the meeting to adjourn. Second: The motion was seconded, and it passed unanimously. The meeting was adjourned at 4:34 pm. These residents and merchants plant new Shantung and red sunset maples, Shumard oaks, pin oaks, and native trees along Kavanaugh and adjacent streets like Spruce, Palm, Beechwood, Cedar, Pine, and Woodlawn (see attached photos of potential locations). The trees have been sponsored by the Residents and the Merchants Associations, and have continued to add to the urban canopy over the past twenty -plus years. Hundreds of native trees have been added to our streets, and even after last year's extended summer drought most have flourished as beautiful contributions to our city environment. This year's wind storms have felled a number of mature trees in Hillcrest, and we will attempt to place trees in areas that were most affected. For next fall, we applying for CBC funds to plant 20 trees (1-1 '2- inch caliper) in the ROW along Kavanaugh, Woodlawn, and adjacent streets. These trees will cost about $100 each, plus a charge for watering them the first year. Total cost will be approximately $2,500. All residents can help the project by watering the new trees in their right-of-way during the summer months. A new tree in your area can be adopted by providing two or three gallons of water twice each week during the dry periods — it makes all the difference during the first summer after planting. For the last two years, the Residents Association has arranged with a local merchant to fund a local watering brigade that monitors and waters new trees when necessary. Like many properties along the storm's path, our neighborhood lost the majority of its tree canopy, leaving both an ecological void. This project proposes the planting of several native, drought- and clay -tolerant ornamental trees under 25 feet in height. These trees will restore shade, provide aesthetic value, attract pollinators and birds, and improve stormwater management — all while remaining appropriate for a residential streetscape and not interfering with utility lines. Objectives: 1. Reestablish urban canopy in a tornado -impacted area 2. Enhance community aesthetics and property value 3. Support native biodiversity through tree selection 4.
