We are pleased to submit our price of S 1.866.715 on the above project. This does include code upgrades
for the project, and items mentioned for the pr---tire still apply for this estimate. If a variance on the
sprinkler system is granted it will save the owner S 72,313 on the reconstruction of the building. If the
owner decides the building should be rebuilt and plans are developed to do so, there are several more cost -
saving ideas that will help on the overall cost ofthe project.

A. On June 17, 1998 a fire was started when an air conditioner was being installed in one of the apartments
at Park Place, 916-924 Commerce Street. The fire spread, destroying all 21 units either completely or partially
by fire, water and falling beams from the roof. All occupants were forced to evacuate and the city declared the
building uninhabitable and ordered it to be sealed off.
According to the laws of Arkansas for "horizontal property", if a building is less than two-thirds
destroyed the owners are required to rebuild it. If the destruction is more than two-thirds any insurance money
must be distributed to the owners according to the by-laws of the association unless there is unanimous consent
on the part of all owners to rebuild.
In a letter dated August 10, 1998 Jamie C. Booe, or East -Harding, Inc. concluded that there would have
to be 71.4% replacement, thus putting us in the second category of the law. Park Place Property Owners
Association received from Travelers Insurance Company $1,253,000. The East -Harding estimate for
replacement, as stated in an August 5, 1998 letter from Jamie Booe, was $1,866.715. There is no unanimous
desire on the part of owners to rebuild, especially in light of the $600,000 additional money which would have to
be raised.
The Association is offering for sale the remains of the building along with the land, and hopes it can find a
buyer who would restore the building. However, such a sale is far from certain. Our insurance on the remains
of the building expires April 15. It would be almost impossible to obtain insurance under the present conditions.
B. We are asking for permission to demolish the remains, after removing asbestos which is in the basement,
on or about April 15 if a sale is not completed by that time.
C. Attached is a plot -plan from the 1947 architectural plans showing where the building is situated on the
lots owned by Park Place Property Owners' Association.
D. If the building cannot be sold to someone who will rebuild, the neighborhood will certainly benefit from
having a clean lot on the northwest comer of Tenth and Commerce, right across from the Arkansas Arts Center,
instead of having the burned out shell of a three story building.

I have found the 1947 blue prints, and they do show elevations and where the building is
located on the property.
Regarding square footage (as best I can calculate from the blue prints):
Each of three floors was 6,011.2 square feet = 18,033.6 square feet
Attic 2,537 square feet
Basement (estimate, for no detail drawig) 1,500 square feet
Total 22,070.6 square feet
