3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO AN AGREEMENT WITH THE OAKLAND-FRATERNAL
5 HISTORIC CEMETERY PARK BOARD FOR THE CITY OF LITTLE
6 ROCK'S FINANCE DEPARTMENT TO PROVIDE ACCOUNTING
7 SERVICES; AND FOR OTHER PURPOSES.

9 WHEREAS,the Oakland-Fraternal Historic Cemetery Park Board("Cemetery Board")is a component
10 unit of the City of Little Rock,Arkansas("City"); and,
11 WHEREAS, the City's Finance Department currently provides investment services for the Oakland-
12 Fraternal Historic Cemetery Park; and,
13 WHEREAS,the Cemetery Board has historically utilized a third-party provider to perform accounting
14 services; and,
15 WHEREAS, in an effort to reduce operating costs, the Cemetery Board has evaluated alternative
16 service delivery options and it has been determined that the City's Finance Department can perform
17 accounting services for the Oakland-Fraternal Historic Cemetery Park in addition to the investment services
18 already provided; and,
19 WHEREAS, providing these accounting services will result in an estimated annual savings of
20 approximately Five Thousand Dollars($5,000.00)to the Oakland-Fraternal Historic Cemetery Park; and,
21 WHEREAS, the provision of these accounting services by the City's Finance Department will not
22 result in a significant financial impact to the City; and,
23 WHEREAS, the Cemetery Board shall remain fully responsible for all operational obligations of the
24 Oakland-Fraternal Historic Cemetery Park, and no additional City funds shall be provided beyond the
25 existing annual contribution of One Hundred Thousand Dollars($100,000.00);and,
26 WHEREAS, it is in the best interests of the City and the Oakland-Fraternal Historic Cemetery Park
27 Board to formalize this arrangement through an agreement.
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1.The City Manager is hereby authorized to enter into an agreement with the Oakland-Fraternal
31 Historic Cemetery Park Board for the City's Finance Department to provide accounting services at no cost
32 for the Oakland-Fraternal Historic Cemetery Park,in addition to the investment services currently provided.

1 Section 2.The City's Finance Department is authorized to perform the accounting services outlined in
2 the agreement at no cost to the Oakland-Fraternal Historic Cemetery Park.
3 Section 3. Nothing in this Resolution shall be construed to increase or alter the City's financial
4 obligation to the Oakland-Fraternal Historic Cemetery Park beyond the existing annual contribution of One
5 Hundred Thousand Dollars($100,000.00).
6 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution, which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
12 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
