Dear Mr. Dooley:
Thank you for the opportunity to comment on the referenced Certificate of Appropriateness
applications. The staff of the Arkansas Historic Preservation Program (AHPP)
has reviewed the proposals, as presented, with the following comments:
1016Gurnberf�4 Street
It is our recommendation that this application for demolition be denied. This
structure is a fine example of a Colonial Revival Cottage and is a typical structure
within the MacArthur Park Historic District. Angela Meeks and Bill Hall of my
staff have inspected the property and, while in obvious need of maintenance and
repair work, it appears to be in good physical condition. We would urge the owner
to consider renovation of the building to suit his anticipated housing needs.
1101 Cumberland Street
Because the original storefront of this building has been altered we feel that the
construction of a new facade addition is acceptable and the proposed design is
both compatible with the building in question and the MacArthur Park Historic
District. Therefore, we recommend approval of this application.
Rock at loth Street
We recommend that the design for this infill project receive a certificate of appropriateness.
While we feel that the proposed design is compatible with the MacArthur Park
Historic District, it is our opinion that the design for the proposed building would
be greatly improved if the mass was broken through the introduction of projecting
bays on the north, west and south facades. Because this building is much larger
than is typical for the District we feel that an element, such as the projecting
bays, would be helpful in recreating the mass, scale and rythm typical of the District.
We recommend that the brick be selected in a red color range compatible with the
type and color predominately found within the district.
