RE: Application to MacArthur Park Historic District,
Certificate of Appropriateness,
For Mr. and Mrs. Leonard Hollinger, 1020 Commerce Street
Dear Molly:
Attached please find what I understand to be all pertinent documents for application
to the Historic District Commission for the above referenced project. Following in
this letter is an in-depth description of the project which, along with the required
form and attached Site Plan and Elevations, should include all of the information
you need. This week, a Short Form PUD application will be filed with the Planning
Commission including the same project documentation as is included here.
A brief outline of the Hollinger's development plan for this site is as follows:
• Remove 1016 Commerce. (Relocation approved by HDC August 4, 1988.)
The relocation of this structure is in the hands of the new owner and should
happen within the next 30 to 60 days.
• Remove 1016's outbuilding and construct anew Guest House/Shop (See
Proposed Site Plan) in the spring/summer of 1989.
• Move into Guest House/Shop and remove existing structure at 1020
Commerce in fall of 1989.
• Construct Main House in summer/fall of 1990.
• The Hollinger's desire is to have a Guest House to accommodate their
parents in their later years. The "shop" portion of the Guest House will not
be used for any commercial use, but rather for Mr. Hollinger's personal
hobbies, etc.

Site Development:
Following is additional information regarding the site. This information is based
on the final development plan without regard to phasing.
Existing Features to be removed: (See existing Survey)
1016 Commerce, outbuilding, and pole mounted "night watcher" light.
Concrete steps and sidewalk leading to 1016, three fruit trees in side yard.
1020 Commerce.
• Concrete sidewalks on south side, oak tree in east yard, 18-inch hackberry
in side yard, and rear driveway.
New Features to be added: (See Proposed Site Plan)
• Guest House/Shop at west end or rear of site.
• Main House with southeast comer located exactly where the southeast
corner of the existing 1020 is located. This is intended to maintain the
existing setback relationship of other houses along Commerce.
• Privacy fence from Main House north to the existing north fencing and
hedges. The proposed fence design will be vertical boards six feet high
with a one -foot lattice panel above. Total height will be seven feet.
• Privacy fence (typical) from existing north fencing south to Guest
House/Shop. The fence continues from the Shop to the Garage of Main
House, but becomes a covered walkway in addition to a privacy fence with
low roof above the lattice panel.
• New concrete sidewalk to new east porch and new concrete driveways in
rear to Shop and Garage.
• Existing site light at the southwest corner of the site will remain. No other
site lighting (other than building -mounted) is proposed.
• Landscaping will include foundation plantings, a formal rose garden, and
a complete sprinkler system. The existing berm on the south side of the site
will be retained, but "eased" to make it less steep and easier to maintain.
Architectural Features of New Structures:
The features of the proposed new structures are intended to blend with the historic
neighborhood without duplicating specific historic styles. Materials proposed to be
utilized include:
Red brick foundation.
• Pre -finished vinyl siding with 3" exposure.
• Painted wood trimmed soffit, fascia, and major porch elements. Some
porch elements will likely be vinyl --such as lattice and ballusters.
• Concrete porch floor.

Composition shingle roof.
One -over -one double hung windows.
Nine foot ceilings.
I hope that this description will be adequate for your purposes and the
Commission's evaluation. Should you have any questions or need any additional
