Lynne B. Zollner, CZDC staff, and I have discussed for several months the intricacies of
a joint public hearing between the two commissions. We have ironed out the details,
which were reviewed by the respective legal representatives to ensure that proceedings
and protocol of both commissions are followed. For details regarding the two
applications, refer to the enclosed staff report, which delineates the background
and history of the applications and provides the staff recommendation.
