Anne Guthrie Follow-up Meeting About Inspection 04/27/1998"V-- l uE_ y City of Little Rock Department of Housing & Neighborhood Programs Historic Preservation 615 West Markham, Suite 100, Little Rock, Arkansas 72201 Phone 501--'?94-5420, Fax 501-399-3461 A" 27 April 1998 Mike McKinnis JM Associates 1302 Cumberland Street Little Rock, AR 72202 Dear Mike, As a follow-up of our meeting last week and after an on -site inspection of the new construction at 1304 Cumberland, I would like to reiterate what was discussed by the representatives of the Capitol Zoning District and Little Rock Historic District Commissions (CZDC and LRHDC, respectively). The following items, which were in my previous letter, are addressed along with the decisions made at the Thursday meeting: 0 No gabled vents on the north, east and west elevations: The gabled vents on the north and east elevations will be installed according to plans. 0 No fascia and horizontal banding in the gabled ends: All fascia and horizontal banding, as depicted in the architectural drawings, will be applied; the width of the horizontal banding must be the estimated eleven (11") inches. 0 No drip cap: While not according to the architectural and approved plans, whether to construct one or not, especially on the east elevation, is dependent upon the approval of a landscape plan -- how the proposed plantings on the east facade will soften the structure's elevation and their height when installed and upon maturity. 0 No window aprons: Agent agreed to have them attached. 0 No chamfered porch columns: Agent agreed to have them chamfered. 0 One less window on the south elevation, the western -most. While not according to the architectural and approved plans, the presently constructed southern elevation is approved. Mike McKinnis letter, page 2 27 April 1998 0 What appears to be vinyl -clad windows: This item does not apply. 0 Two separate windows in the gabled ends (east and west) instead of a pair of windows separated by a mullion: While not according to architectural and approved plans, and not contingent upon the interior design of the attic space, the directors of both commissions approved the separation (i.e., as -built) of the windows. 0 Appearance of a higher elevation than the neighboring Bien house: The elevation of the structure was dictated by city code regulations; however, the landscape plan will address plantings that de-emphasize the height of structure's foundation. 0 Same width siding on east and west gables instead of smaller width siding to de-emphasize the structure's scale and massing: While not according to architectural and approved plans, it was agreed that the same width siding in the gabled ends could remain intact and would not have to be removed. 0 No approved (administratively) landscape plan from either commission: The agent agreed to submit a landscape plan as soon as possible, as two issues are contingent upon the landscape plan -- whether to install the drip mold and what type of plantings will de-emphasize the foundation's height. It is hoped that all the above -listed items meet with your satisfaction; and I am glad that an agreement could be reached by all parties. It is important that new construction meets criteria of the neighborhood and the historic nature of the district, and it is good to see your new construction in the spirit of the historic district. However, it is the commissions' responsibility to ensure that architectural plans meet the respective design guidelines; and it is in good faith that the commissions rely on the applicant to implement the approved design.
