It has come to my attention that the new construction at 1304 Cumberland (the
expansion addition to 1302 Cumberland) is not what was approved by both the Little
Rock Historic District and Capitol Zoning District Commissions. The approval of your
project was based on the architectural plans submitted to the two commissions and
approved at the 4 December 1997 joint meeting. After a site inspection and a review of
the plans, the following items were found to be not in compliance with what was
approved by the commissions and what is now constructed:

(a small vent on the west gabled porch is not according to plan }

0 no window aprons
0 no chamfered porch columns on the north and west elevations
0 one less window on the south elevation, the most western
0 no smaller width siding on the east and west gabled ends
0 what appears to be vinyl -clad windows
0 two separate windows in the gabled ends instead ofjir of windows
separated by a mullion
0 appearance of a higher elevation from the neighboring Bien house
0 as yet, no approved (administratively) landscape plan from either commission
These items have been discussed with the Capitol District Commission staff (Lynne
Zollner and Martha Ann Norton); we concur that the above -listed are discrepancies, and
we ask for your cooperation in their resolution. As I understand from Ms. Zollner, after
her conversation with you on Wednesday, you will be out-of-town and are unable to
meet with us before departing; also that the possibility of a stop work order being issued
was discussed.
When I met with your father, Jerry McKinnis, this morning we reviewed the above -listing
and discussed some of the details. I understand that your company has placed a great
deal of money into the project, and it is good to see new construction going on in the
historic district. But I do hope you understand that there was an agreement made in
December as to what would be built and how the structure's exterior would look.
I regret that this situation could not be resolved easily as to prevent the issuance of the
order; however, both commissions spent time and effort to reach what they thought was
a good plan that addressed the architectural issues. And I though that you were in
agreement with us in December as to what was approved.
Property owners in both districts take pride in their historic structures and having new
construction that complements the historic and architectural integrity of the districts is
an asset to the neighborhood area. We will meet with you next Wednesday morning at
your office to discuss these details and reach some conclusion. If you have questions,
