Anne Guthrie, Historic Preservation Administrator DATE: 24 July 1997 SUBJECT: Historic District Guidelines and Procedures I understand from Charles Marratt that you plan to construct a new building just to the south of your office; he asked that I call and give you information. As the property is located within the MacArthur Park Historic District, approval for new construction, in the form of a Certificate of Appropriateness (COA) must be obtained, along the usual approvals and permits. This COA approval is obtained from the Little Rock Historic District Commission (LRHDC). I serve as staff person to this commission. The LRHDC consists of five persons, of which Charles is one, and meets the first Thursday of each month. The deadline of the August meeting notice has passed, so you will have to come before the LRHDC at its September meeting. I hope that the September meeting date does not interfere greatly with your construction plans. There is no application fee for a COA; however, costs are incurred by the applicant for a certified listing and mailing of notices to property owners within 150 feet of the subject property. Attached are the design guidelines for the historic district, instructions and a COA application, meeting date schedule and my business card. After reading the attached information, if you have questions about the requirements, I will be happy to discuss the process at a time convenient for you. From 30 July until 16 August, I will be out-of- town; my boss, Tim Polk (371-4855) can answer your questions during that time period. Attachments
