HomeMy WebLinkAboutHDC1997-015 Capitol Zoning District Commission Staff Report 11/20/1997CAPITOL ZONING DISTRICT COMMISSION STAFF REPORT CASE: DR-041 PREPARED BY: LB Zollner DATE: 11-20-97 LOCATION: 1304 Cumberland Street APPLICANT: Jerry McKinnis, owner; Mike McKinnis, agent Lawrence Courtney, AIA, architect REQUESTED ACTION AND PURPOSE: A Design Review Permit to allow for the new construction of an ancillary structure to 1302 Cumberland to provide additional office space. ANALYSIS: New construction should be reviewed for its compatibility with the goals and objectives of the CZD Master Plan and the CZD Ordinance. In addition, the ordinance and Master Plan require new construction at this location to meet the relatedness criteria established in the Master Plan and Ordinance. Objectives 4 and 5 of the Mansion Area Objectives in the Master Plan deal with new construction's enhancement of the area's special character and amenities and with strengthening the physical and symbolic relatedness of the area to its immediate surroundings. This is a good example of the new construction of an ancillary structure that is compatible with the historic architectural character of the primary structure and the surrounding neighborhood. When evaluated using the relatedness criteria, this proposed structure meets all ten of the criteria if it is reviewed as an ancillary structure to 1302 Cumberland. It should be noted that the addition of this structure will tie the two lots together (historically they were individual residential lots) in a professional office use. However, it was not uncommon in the area to have a large lot with a large ancillary structure. Historically, the structure served as a garage and domestic help quarters. It should also be noted that this has been a vacant lot that, despite the previous owners' best efforts, often grows rapidly in the spring and summer as a weed lot. 1302 Cumberland is attractively landscaped and the owner's agent assures staff that 1304 will be landscaped and maintained at all times. ADVISORY COMMITTEE: The Design Review Committee reviewed and approved this project on November 12, 1997, with the condition that appropriate landscaping that reinforces the appearance of the new structure as an ancillary structure to 1302 Cumberland be installed. NEIGHBORHOOD REACTION: None to date. STAFF RECOMMENDATION: Staff recommends approval of DR-041 with the following conditions: 1. that all City and State Codes be followed at all times. 2. that the property be maintained in a neat and safe condition at all times. 3. that appropriate landscaping be incorporated to heighten the relationship of the new structure as an ancillary structure to 1302 Cumberland.
