COA Applicant: Jerry McKinnis
Property Address: 1304 S. Cumberland Street
COA Request: Construct a new office building, which serves as an expansion and
a secondary structure to adjacent business
Background: The applicant recently acquired the property, which is adjacent to his
business (J.M. Associates, Inc.) at 1302 S. Cumberland Street. The applicant has had
the business at this location since ca. 1987 and is in need of expanding the work area
for his 10-15 employees. It is the intention of the applicant to construct a building that,
while meeting space needs, serves as a secondary structure to 1302 S. Cumberland.
On page 40 of the guidelines, it states that these structures should be: smaller in scale
than the primary; simple in design but reflecting the general character of the primary
building; as traditional for the street, located near the alley, not close to or attached to
the primary building; and compatible in design, shape, materials and roof shape.
Recommendations: It is recommended that the project be approved with conditions
that: the proposed project meet CZDC's regulations and obtain their necessary
approvals; should the design be altered by the CZDC, the applicant will obtain city staff
approval of the altered design and new elevations will be submitted to city staff; a
building permit be issued within 60 days; and construction begin within six (6) months. I

NOTE: The enclosed plans for 1304 Cumberland for the new construction
of an office building are in the process of being revised. I talked with the
architect, and there are a few items to be changed prior to Thursday's
meeting (i.e., scale, measurements, additional architectural information).
You will receive the revised plans next Tuesday or Wednesday.
Of primary importance, and not mentioned on either the application or
plans, is the fact that this new structure (approximately 1280 square feet)
is intended as a secondary building to 1302 Cumberland; that is why the
building is set back so far from the street and why it is oriented to the
north. The new structure will serve also as an expansion to the existing
business. As this property is within the Capitol Zoning District, it will be
necessary for their commission to review the new construction and its
design; a September meeting is tentatively scheduled.
