Box 3232 Little Rock, Arkansas 72203 Re: Parking Lots for Curran Hall Visitor Center Dear Mr. Travis: As you may know, Little Rock Parks Department and Little Rock Public Works have been charged with the task of designing, bidding, contracting for and inspecting the construction of two parking lots for the referenced visitor center. One of the lots will be located directly in front (or south) of the visitor center and the other will be located on the southwest corner of Sixth and Ferry Street on land owned by the City. In our preliminary work to develop the scope and time line of the project, we have identified a few issues that may require coordination or that could impact the project schedule. Following is a listing of these issues. Conformance with proposed facilities — The lot in front of the visitor's center will have to connect to and conform to the building improvements and we have not been furnished with a set of the Architect's drawings. Could you please see that we get a copy of these drawings? Schedule coordination — On most improvements such as these, the parking lot is coordinated with the building construction and completed toward the end of the project. This is for several reasons but primarily so that the work does not conflict with the building contractor and so that the parking lot surface is not damaged by heavy traffic during construction activity. We believe it would be beneficial if the parking lot were constructed after most of the heavy work on the building is completed, but prior to completion of the building. Could you please furnish us a schedule showing when the building improvements are to be completed so that we can coordinate our work? Zoning — A zoning action will be required to allow construction. The Sixth and Ferry parking lot is currently zoned R-4A and will not allow parking lot construction. We have applied for a condition use permit to allow construction. The hearing is scheduled for June 14, 2001. Historic Commission Approval — McArthur Park Historic Commission approval will also be required. The Commission previously approved the parking lot adjacent to the building, but the Sixth and Ferry lot was not. The approved lot plan may have to be amended to incorporate slight changes from the previously approved plan and we want to bring several features such as the brick sidewalk, existing planting and steps to the Commission's attention that were not expressly addressed in the original application. Water and Electrical Service — We would like to coordinate with the building and/or landscape designer about water and electrical service. Both parking lots will be landscaped, irrigated and lighted and it would appear beneficial to provide electrical and water service to the lots from the building.
