I am writing regarding the request for a Certificate of Appropriateness for the
demolition of the above referenced property.
The Arkansas Historic Preservation Program strongly recommends that the MacArthur
Park Historic District Commission deny this application for demolition. This building
is in good condition and the exterior is remarkably intact. It is an excellent
example of the typical structure within this district and definitly contributes
to the historic significance of the MacArthur Park National Register Historic
District.
In addition to
the above aguments for denying this application, this
building is
located at the edge of
the historic district, an especially sensitive area, and
its loss would
endanger
the integrity of the boundary. If the trend
of demolishing
structures at
the edge
of the National Register district continues it
may be necessary
in the future
to reduce
the area of the district to reflect the loss
of integrity.
In order to circumvent a trend toward the demolition of contributing buildings
within the historic district we recommend that Commission take an active role
in encouraging the renovation and reuse of these structures as they become vacant
and explore, with the owners, options to avoid demolition (either actively or
through neglect). In order for the MacArthur Park Historic District to be a viable
entity we feel that it is essential that a proactive approach to this problem be
developed.
