CITY,OF LITTLE ROCK
Before the undersigned, W. Mike Dooley, Economic
Development Administrator of the City of Little Rock,
Arkansas, duly qualified and acting in and for said State,
County, and City, appeared satisfactorily proven to be the
Affiant herein, who stated the following under oath:
W. Mike Dooley, age 39, residing at 2300 Rebsamen Park
Road, No. C215, Little Rock, Arkansas, 72202, who currently
holds the position of Economic Development Administrator
states the following:
1. I was acting Secretary of the MacArthur Park
Historic District on June 4, 1987, when the
Cashion Company (C.J.C. Enterprises) requested a
Certificate of Appropriateness to demolish a
structure at 609-611 E. Capitol Avenue. A
separate application was filed concurrently, for
construction onto the resulting vacant lot with an
expansion of their existing office building
located to the west. The first application was
denied for just cause as reflected in the minutes
of the Little Rock Historic District Commission
and therefore the concurrent application for
expansion was not a viable issue.
2. I was acting Secretary of the MacArthur Park
Historic District Commission on September 3, 1987,
when the Cashion Company (C.J.C. Enterprises)
requested a Certificate of Appropriateness to
expand their office building to the south on their
existing lot, without utilizing any portion of the
adjacent lot that was a part of the previous
request. This application was unanimously
approved by the Little Rock Historic District
Commission as reflected in the minutes of that
date.

3. It is my opinion that the Cashion Company (C.J.C.
Enterprises) was fully aware of the requirement
for a Certificate of Appropriateness as stipulated
in Chapter 23-132 of the Little Rock Code of
Ordinances and caused to have the structure at
609-611 East Capitol Avenue ANNOW& razed without
regard to this requirement.
4. I have read the above and foregoing statement and
conclude that they are true and correct to the
best of my knowledge and belief.
