Kenned`l/� llI, age 'rent -Qa�4-at Little Rock, Arkansas, zip code '� [ am an attorney in private practice with the Rose Law Firm, and I currently hold the position of Chairman nf the Little Rock Historic District Commission. 2. l was a Commissioner of the Commission on June 4, 1987, when the Cashion Company (C.J.C. Enterprises) requested a Certificate of Appropriateness to demolish a structure at bv09-611 East Capitol Avenue in Little Rock. The building was nonsidered to be an historic structure of tho mid-1890's and commonly referred to as the Dossinger House. Representing C.J.C. Enterprises at the public hearin9 were John Allison of Allison, !1cses, Reddin archztert% of the projec7, and Knight Cashion, a oosor stockholder of C.J.C. Entepprises. 'oewEing. Cunsequanzi", the noparate application for expansion became a moot issue' 4. l was also a Commissioner on September j, 19875 when the Cashion Company (C.J.C. Enterprisus) request6d a Certificate of Appropriateness to expand their office building to the south on their existing lot without utilizing any pontion of the adjacent lot that was a part of the pre°ious request' Although l was not present at the September hearing, l have reviewed the minutes of that meeting and I am familiar with the subject issue. This application was unanimously approved by the Commission as ref]ected in the minutes of that date. 5.--- On or about August 26, 1989 the 8ossznger House was razed and removed without a Certificate of Appropriateness havjng first been obtained from the Commission, in violation of LRCO Sec, 6. it is my opinion that Knight Cashion of the Cashion Company (C.J.C. Enterprises) was fully aware of the requirement to obtain a Certificate of Appropriateness prior to demolition of the structure at 609-611 East Capitol Avenue, as evidenced by his previous request tor a certi+icate referenced in paragraph 3 abova, and caused the Etructure at 609-a11 East Capitol Hvnnue to, be razed without rega'd to this requirement. 6.
