Dear Jimmy and Rett,
On behalf of the Little Rock Historic District Commission (LRHDC), I am writing to confirm
that your COA request to construct a twenty -unit condominium at the above -referenced address
was approved conditionally by the LRHDC at their November meeting. The approval for the new
construction is conditional upon the submittal and approval of the following:
♦ fence details must be provided to include materials, gates, sidewalks, location,
setbacks, elevation and section details, etc.;
♦ the final parking plans must be submitted, to include surface materials, entries, curb
cuts, landscape and setback requirements;
♦ applicant must submit one set of final plans (to include site plan, all four elevations);
♦ project must meet all city codes and zoning regulations; and
♦ should the project scope change in any fashion in terms of material, massing, scale,
profile and size, staff will be notified and appropriate actions taken.
All of the requirements must be submitted to this office; the LRHDC has reserved the right to see
the details and plans prior to approval. As you may know, the conditions must be satisfied prior
to the issuance of permits and subsequent construction. I am enclosing a copy of the
conditionally approved COA.
Due to the discrepancy between the rendering and elevations, there was a bit of confusion on
everyone's part about the front, or north, elevation. It is my understanding that the front elevation
will reflect what the draft elevations had, which is no front entrance or an appearance of a front
entrance. It is hoped that the final elevations will more clearly depict in detail the front elevation
and how it will be viewed from Capitol Avenue.
This project is indeed an asset to the historic district, which is in dire need of new housing; the
condominiums will certainly be an excellent example of infill housing in the MacArthur Park
Historic District. Thank you for offering this opportunity to the historic district and the
