3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZ THE CITY MANAGER TO ENTER INTO A
5 CONTRACT WITH ESO SOLUTIONS, INC., IN AN AMOUNT NOT TO
6 EXCEED SIXTY-SEVEN THOUSAND FIVE HUNDRED THRITY-FIVE
7 AND 43/100 DOLLARS ($67,535.43) FROM ACT 833 SPECIAL PROJECT
8 FUNDS, FOR RECORDS MANAGEMENT SOFTWARE FOR THE
9 LITTLE ROCK FIRE DEPARTMENT; AND FOR OTHER PURPOSES.

11 WHEREAS, the Little Rock Fire Department requires a comprehensive and reliable records
12 management system to support incident reporting, patient care documentation, inspections, pre-incident
13 planning,and asset tracking; and,
14 WHEREAS, ESO Solutions, Inc. provides an integrated, cloud-based software platform designed
15 specifically to meet the operational and reporting needs of fire and emergency medical service departments;
16 and,
17 WHEREAS, implementation of ESO's records management software will allow the Little Rock Fire
18 Department to efficiently track incidents, maintain accurate patient care reports, optimize resource
19 allocation,and enhance the department's ability to provide faster and more effective emergency responses;
20 and,
21 WHEREAS, the Little Rock Fire Department submitted a Competitive Requirement Exemption
22 Request which was reviewed and approved by the Department of Finance determining that the procurement
23 meets the criteria for exemption from the standard competitive bidding requirements; and,
24 WHEREAS, the City finds that entering into this contract is in the best interest of the City of Little
25 Rock and supports the continued improvement of public safety services.
26 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors finds that it is impractical and unfeasible to competitively bid this
29 software subscription because ESO Solutions, Inc., is the sole provider ESO's Electronic Health Record
30 product("EHR"),ESO Fire Suite,Asset Management/Checklist,Personnel Management,and Insights,and
31 their associated modules and integrations.

1 Section 2. The City Manager is hereby authorized to enter into a sole source contract with ESO
2 Solutions, Inc. for the purchase and implementation of records management software for the Little Rock
3 Fire Department.
4 Section 3. The total amount of the contract authorized herein shall not exceed Sixty-Seven Thousand
5 Five Hundred Thirty-Five Dollars and 43/100 ($67,535.43), and funds for this expenditure are available
6 from the ACT 833 Special Project,account number 210519-S00B250-63390.
7 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
11 resolution.
12 Section 6. Repealer.All laws, ordinances, resolutions,or parts of the same,that are inconsistent with
13 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
14 Section 7.Emergency Clause. There is hereby found and declared to be an immediate need for the
15 establishment of an appellate procedure for emergency abatement action which benefits the public health,
16 safety, and welfare of the City and the inhabitants thereof. It is therefore declared that an emergency exists
17 and this Ordinance, being necessary for the immediate preservation of the public health, safety, and
18 welfare, shall be in force and take effect immediately upon and after its passage.
