HomeMy WebLinkAbout22701 1 ORDINANCE NO. 22,701 2 3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO EXTEND THE 5 SOLE-SOURCE AGREEMENT WITH CITY YEAR LITTLE ROCK FOR 6 ONE (1) YEAR IN AN AMOUNT NOT TO EXCEED ONE HUNDRED 7 THOUSAND DOLLARS ($100,000.00) TO ESTABLISH AN 8 EDUCATIONAL PROGRAM RELATED TO THE CITY OF LITTLE 9 ROCK'S EDUCATION INITIATIVE FOR USE BY THE LITTLE ROCK 10 PUBLIC SCHOOL DISTRICT; TO DECLARE AN EMERGENCY; AND 11 FOR OTHER PURPOSES. 12 13 WHEREAS, there is an educational need to provide single-point solutions to address a school's 14 or student's needs,utilizing City Year Little Rock's holistic approach,the Whole School Whole Child model 15 is designed to meet students' academic and social/emotional needs by providing support at the individual 16 student,classroom and whole-school levels; and, 17 WHEREAS, Whole School Whole Child creates pathways to keep students in school and on track 18 to graduate by ensuring direct student support and providing schools with the additional capacity to create 19 positive, school-wide learning environments; and, 20 WHEREAS, at the core of this model program are the City Year AmeriCorps members who 21 provide single-point solutions to address a school's or student's needs and to meet students'academic and 22 social/emotional needs by providing support at the individual student, classroom and whole-school levels 23 and to create school-wide learning environments; and, 24 WHEREAS, the City of Little Rock, City Year Little Rock and City Year AmeriCorps members 25 ages eighteen (18) through twenty-six (26) are trained and deployed to serve students in the following 26 school districts: Chicot Elementary, Stephens Elementary, Mablevale Middle, Cloverdale Middle and J.A. 27 Fair K-8 Preparatory; and, 28 WHEREAS,the Little Rock Commission for Children Youth and Families met on November 5, 29 2025, and endorsed this program. 30 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 31 CITY OF LITTLE ROCK,ARKANSAS: 32 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement 33 with City Year of Little Rock in an amount not to exceed One Hundred Thousand Dollars($100,000.00)to [Page 1 of 2] 1 provide funding in support for this model program and to establish an educational program whereby City 2 Year of Little Rock provides single-point solutions to address a school's or student's needs that are designed 3 to meet students' academic and social/emotional needs by providing support at the individual student, 4 classroom and whole-school levels and to create school-wide learning environments. 5 Section 2. Funds for this program are available through the Community Programs Other 6 Program Support Account No. 108159 with the Activity Code to be assigned by the Finance 7 Department. 8 Section 3. Because of City Year of Little Rock's unique approach with educational 9 organizations in the area,the Board of Directors declares it is impractical and unfeasible to submit this 10 model for the competitive bid process. 11 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, 12 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 13 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 14 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 15 resolution. 16 Section 6. Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent 17 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 18 Section 7. Emergency Clause.
