HomeMy WebLinkAbout22699 1 ORDINANCE NO. 22,699 2 3 AN ORDINANCE TO AMEND THE VARIOUS SECTIONS OF THE 4 LITTLE ROCK CODE OF ORDINANCES TO INCREASE THE BASE 5 RATE OF BUSINESS LICENSE FEES FOR THE YEAR 2027; AND FOR 6 OTHER PURPOSES. 7 8 WHEREAS,the City of Little Rock,Arkansas derives a portion of its General Fund revenues from the 9 collection of Business License fees to support essential services;and, 10 WHEREAS,the base rates for Business Licenses were last increased in 2011, and since that time the 11 U.S.Consumer Price Index has risen by approximately forty-four(44)percent,and, 12 WHEREAS,the Board of Directors finds that a three percent(3%)adjustment to the Business License 13 base rate is reasonable,and that this increase is based on the year-over-year change in the Consumer Price 14 Index for All Urban Consumers(CPI-U)for December 2024, which reflected an increase of two and nine 15 tenths percent(2.9%);and 16 WHEREAS,the City of Little Rock desires to responsibly adjust Business License fees in a manner 17 that accounts for inflation while minimizing the impact on the business community. 18 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 19 OF LITTLE ROCK,ARKANSAS: 20 Section 2. Little Rock,Ark.,Rev.Code§ 17-51 (1988)is amended so that all"base rates"charged for 21 business licenses(business tax base)shall be increased by three percent(3%),effective January 1,2027. 22 Section 3.For each classification under Section 17-51 that includes a"base fee",that base fee shall be 23 increased by 3%,with all other components of the Business Tax(per employee,inventory,and other fees) 24 to remain as currently codified unless separately amended. 25 Section 4. Little Rock, Ark., Rev. Code § 17-52 (1988) is amended to read as reflected in Exhibit A 26 below. 27 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 28 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 29 adjudication shall not affect the remaining portions of the ordinance,which shall remain in full force and 30 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 31 ordinance. 32 Section 6. Repealer.
