ORDINANCE NO. 4 22,568 (DECEMBER 26, 2024), TO REFLECT REVENUE AND 5 EXPENDITURE ADJUSTMENTS FOR THE GENERAL FUND, STREET 6 FUND, VEHICLE STORAGE FUND, WASTE DISPOSAL FUND, AND 7 PARKING GARAGE FUND FOR THE 2025 FISCAL YEAR BUDGET; TO 8 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 9 10 WHEREAS, upon the passage of Little Rock,Ark., Ordinance No. 22,568 (December 26, 2024), the 11 City of Little Rock,Arkansas Board of Directors approved the City's Comprehensive Budget for the 2025 12 Fiscal Year per; and, 13 WHEREAS, it is appropriate and necessary to amend the aforementioned ordinance to reflect 14 operational changes and adjustment in the General Fund, Street Fund, Vehicle Storage Fund, Waste 15 Disposal Fund, and the Parking Garage Fund to authorize the increase or decrease in the Fiscal Year 2025 16 line items for these and other matters; and, 17 WHEREAS, the Mayor, City Manager, and the Chief Financial Officer, in compliance with City 18 Budget and Financial Reporting Policies,have reviewed these adjustments and recommend approval of the 19 adjustments by the City Board of Directors. 20 NOW, THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. General Fund Section 1 of Little Rock,Ark.,Ordinance No.22,568(December 26,2024), 23 is hereby amended to reflect an increase in the General Fund Operating Resources, in the amount of Two 24 Million, One Hundred and One Thousand, One Hundred Eighty-Two Dollars ($2,101,182.00) to Two 25 Hundred Sixty-Five Million, Two Hundred and Nine Thousand, Two Hundred Eighty-One Dollars 26 ($265,209,281.00) and to reflect an increase in the operating budgets for General Fund Departments by 27 Nine Hundred,Seventy-Six Thousand,Three Hundred Eighty-Nine Dollars($976,389.00)to Two Hundred 28 Sixty-Four Million, Eighty-Four Thousand, Four Hundred Eighty-Eight Dollars ($264,084,488.00). 29 Section 2.Street Fund Section 5 of Little Rock,Ark.,Ordinance No. 22,568(December 26,2024), is 30 hereby amended to reflect an increase in Street Fund Operating Resources of Four Hundred Thousand,Two 31 Hundred Ninety-Three Dollars ($400,293.00), to Twenty-Six Million, Eight Hundred Forty-Three 32 Thousand, Four Hundred Ninety-Three Dollars($26,843,493.00),and to increase the operating budgets for 33 the Street Fund by Six Million, One Hundred and Nine Thousand, Five Hundred and Eleven Dollars [Page 1 of 31 1 ($6,109,511.00) to Thirty-Two Million, Five Hundred and Fifty-Two Thousand, Seven Hundred and 2 Eleven Dollars($32,552,711.00). 3 Section 3. Vehicle Storage Fund Section 5 of Little Rock,Ark.,Ordinance No.22,568(December 26, 4 2024), is hereby amended to reflect an increase in the Vehicle Storage Fund Operating Resources of Two 5 Hundred Nineteen Thousand, Four Hundred Eighty-Three Dollars ($219,483.00) to Two Million, Six 6 Hundred Seventy-Two Thousand, Six Hundred Eighty-Three Dollars ($2,672,683.00) and to increase the 7 operating budget for the Vehicle Storage Fund by Three Hundred Fourteen Thousand,Three Hundred Fifty- 8 Eight Dollars ($314,358.00) to Two Million, Six Hundred Six Thousand, Five Hundred Fifty-Three 9 ($2,606,553.00). 10 Section 4. Waste Disposal Fund Section 5 of Little Rock,Ark.,Ordinance No.22,568(December 26, 11 2024), is hereby amended to reflect an increase in the Waste Disposal Fund Operating Resources of Three 12 Million, Five Hundred Twenty-Nine Thousand, Two Hundred Ninety-Eight Dollars ($3,529,298.00) to 13 Thirty Million, Seventy-Two Thousand, Six Hundred Ninety-Eight Dollars($30,072,698.00). 14 Section 5. Parking Garage Fund Section 5 of Little Rock, Ark., Ordinance No. 22,568 (December 15 26, 2024), is hereby amended to reflect a decrease in the Parking Garage Fund Operating Resources of 16 Three Hundred Forty-Nine Thousand, Six Hundred Twenty-One Dollars ($349,621.00) to Two Million, 17 Nine Hundred Sixty-Five Thousand, Five Hundred Seventy-Nine Dollars($2,965,579.00). 18 Section 6.Records. The Chief Financial Officer is directed to maintain appropriate financial records 19 which provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials 20 provided to the Board of Directors on December 16,2025. 21 Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 22 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 23 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 24 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 25 ordinance. 26 Section 8.Repealer. All laws, ordinances, resolutions, including but not limited to Little Rock, Ark. 27 Ordinance No. 22,568(December 26,2024), or parts of the same,that are inconsistent with the provisions 28 of this resolution,are hereby repealed to the extent of such inconsistency. 29 Section 9.Emergency Clause. The City's ability to properly maintain its budgets and to account for its 30 funds is essential to maintain the public health, safety, and welfare; an emergency is, therefore, declared 31 to exist and this ordinance shall be in full force and effect from and after the date of its passage.
