HomeMy WebLinkAbout16913 1 RESOLUTION NO. 16,913 2 3 A RESOLUTION TO APPROVE AND AUTHORIZE THE SUBMISSION OF 4 THE AMENDED 2023,2024,AND 2025 ANNUAL ACTION PLANS TO THE 5 U.S. DEPARTMENT OF HOUSING & URBAN DEVELOPMENT; AND 6 FOR OTHER PURPOSES. 7 8 WHEREAS, the City of Little Rock receives annual entitlement allocations of Community 9 Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Housing 10 Opportunities for Persons with AIDS (HOPWA) funds from the U.S. Department of Housing & Urban 11 Development(HUD); and, 12 WHEREAS, the City prepares Annual Action Plans in accordance with Title I of the Cranston- 13 Gonzalez National Affordable Housing Act of 1990 to delineate the uses of CDBG, HOME, and HOPWA 14 funds for each program year; and, 15 WHEREAS,amendments to the 2023, 2024, and 2025 Annual Action Plans are necessary to add 16 Facility-Based Housing/Capital Development as an eligible activity and to reallocate HOPWA funding to 17 support this activity;and, 18 WHEREAS, the Consolidated Planning Committee, consistent with the City's adopted Citizen 19 Participation Plan, has recommended inclusion of Facility-Based Housing / Capital Development in the 20 2023, 2024, and 2025 Annual Action Plans and has recommended approval of amended HOPWA sources 21 and uses for each year; and, 22 WHEREAS,the City proposes the following reallocations of HOPWA funds: 23 FY 2023 HOPWA Reallocation: 24 • Increase Facility-Based Housing/Capital Development by$300,000.00; 25 • Decrease Project Sponsor Administration by$72,572.99; 26 • Decrease Housing Assistance and Related Supportive Services by$227,427.01. 27 FY 2024 HOPWA Reallocation: 28 • Increase Facility-Based Housing/Capital Development by $450,000.00; 29 • Decrease Housing Assistance and Related Supportive Services by $450,000.00. 30 FY 2025 HOPWA Reallocation: 31 • Increase Facility-Based Housing/Capital Development by$450,000.00; 32 • Decrease Housing Assistance and Related Supportive Services by $450,000.00. [Page 1 of 2] 1 WHEREAS, the amended 2023, 2024, and 2025 Annual Action Plans have been prepared in 2 accordance with HUD regulatory requirements and are ready for submission. 3 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE 4 CITY OF LITTLE ROCK,ARKANSAS: 5 Section 1. The Board of Directors hereby approves the Amended 2023, 2024, and 2025 Annual 6 Action Plans,including the addition of Facility-Based Housing/Capital Development as an eligible activity 7 and the reallocation of HOPWA funds as outlined herein. 8 Section 2. The City Manager, or his designee, is authorized to submit the Amended 2023, 2024, 9 and 2025 Annual Action Plans to the U.S. Department of Housing & Urban Development and to take all 10 actions necessary to implement the amended Plans. 11 Section 3. This Resolution is consistent with the requirements of Title I of the Cranston-Gonzalez 12 National Affordable Housing Act of 1990 and the City's adopted Citizen Participation Plan. 13 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, 14 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 15 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 16 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 17 resolution. 18 Section 4.
