3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A THREE (3) YEAR SERVICE AGREEMENT WITH ARKANSAS
5 PUBLIC SAFETY SOLUTIONS (APSS) FOR FIELD SERVICE
6 MANAGEMENT OF THE MOTOROLA AVIGILON VIDEO
7 SURVEILLANCE SYSTEM (VSS);AND FOR OTHER PURPOSES.

9 WHEREAS, the City of Little Rock, Arkansas, through the Little Rock Police Department
10 (LRPD), utilizes the Motorola Avigilon Video Surveillance System (VSS) to support public safety
11 operations throughout the City; and,
12 WHEREAS,the City's existing service agreement with Arkansas Public Safety Solutions (APSS)
13 for field service management of the Avigilon VSS is set to expire this year; and,
14 WHEREAS, LRPD has invested in numerous Avigilon cameras that require consistent,
15 professional maintenance and technical support to remain fully operational;and,
16 WHEREAS, APSS has submitted a proposed three-year (3) service agreement to provide
17 comprehensive field service management,including equipment coverage,repair and replacement,software
18 updates,technical troubleshooting, and loaner cameras when removal of equipment is necessary, ensuring
19 that system coverage and operational readiness are not compromised;and,
20 WHEREAS, the proposed agreement provides service at a cost of Twenty-Nine Thousand Eight
21 Hundred Fifty-Three Dollars ($29,853.00) per year, plus applicable taxes, for each of the three (3) years;
22 and,
23 WHEREAS,APSS has demonstrated reliable responsiveness to system needs and has maintained
24 a strong working relationship with LRPD, with continued partnership expected to maximize the value of
25 APSS's Service Level Agreement(SLA)for the Motorola Avigilon VSS; and,
26 WHEREAS, maintaining uninterrupted support for the City's video surveillance infrastructure is
27 essential for effective law enforcement operations and public safety.
28 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
29 CITY OF LITTLE ROCK,ARKANSAS:
30 Section 1.The Board of Directors hereby authorizes the City Manager to enter into a three(3)year
31 service agreement with Arkansas Public Safety Solutions (APSS) for field service management of the
32 Avigilon Video Surveillance System(VSS),at an annual cost of$29,853.00,plus applicable taxes,for each
33 year of the agreement.

1 Section 2. The City Manager is authorized to take all actions necessary to execute and administer
2 this agreement.
3 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
4 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 4. Repealer.All laws, ordinances, resolutions, or parts of the same, that are inconsistent
9 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
