Provide maximum number of caregivers (staff) at any given time. There will be a maximum of two (2) caregivers on duty at any given time, providing supervision, meals, and support services. Staffing will vary based on resident needs and licensing requirements. 2. Will caregivers reside at the residence or arrive intermittently throughout the day for supervision? Caregivers will not reside permanently at the residence. Staff will arrive on scheduled shifts throughout the day and evening to provide assistance and ensure resident safety and compliance with DHS supportive-living standards. 3. Will any of the occupants drive? At this time, none of the occupants are expected to drive. Transportation for appointments, shopping, or recreation will be provided by staff or contracted non-emergency transportation services. 4. Provide a parking plan. The property has an existing two-car driveway and additional street parking available for staff and visitors. The driveway will accommodate staff vehicles, while visiting professionals or family members will use on-street parking in compliance with neighborhood and city guidelines. No large vans or buses will be stored on site. 5. How will occupants travel to and from scheduled appointments? Transportation will be provided by Grace and Mercy House staff or approved transportation providers (e.g., Premier Reliable Transportation LLC). All travel will comply with DHS and Medicaid transportation regulations. 6. No medical care or treatment is permitted at the residence at any time. Acknowledged. No medical procedures or treatments will be performed on-site. Grace and Mercy House is a non-medical supportive-living home, providing supervision, meals, activities of daily living, and community integration—no nursing or clinical care. Markham Street Little Rock, AR 72201 Re: Z-10212 – Matthews Family Care Facility (SUP), 1 Carlton Drive – Response to Comments Dear Planning & Development Department, This letter serves as our formal response to the City of Little Rock’s "Other Departments" review comments related to Z-10212 – Matthews Family Care Facility (SUP) located at 1 Carlton Drive. Please accept the following clarifications and confirmations in preparation for the Planning Commission review on November 13, 2025. 1. A detailed site plan has been prepared showing the existing building, driveway, and parking layout. 2. ADA-compliant access to the public right-of-way has been illustrated on the site plan. 3. The proposed change of use includes accessible parking that meets all current adopted ADA and City codes. 4. One van-accessible parking stall (11 ft wide with a 5 ft access aisle) has been provided and labeled on the plan. 5. All Central Arkansas Water requirements will be met at the time of request for water service, and any applicable capital investment charges will be paid. 6. No additional comments were issued under the Public Works or Landscape Review sections. We appreciate your review and assistance in the processing of this application.
