Electrical: Install additional duplex wall receptacle on any wall. Plumbing: Install missing hot/cold water supply line to all facilities. Replace lavatory. Replace bathtub. Replace commode. Heating and Gas Piping: Install adequate heating facilities. Doors: Replace both doors. If replaced, doors must be of an approved type. Install new lockset complete with keeper/strike plate for both doors. Replace fire charred and damaged door casings and facings; properly finish. Windows: Replace window with complete new unit. SOUTHWEST BEDROOM: Floors: Properly finish or install new covering. Repair or replace baseboard and shoe mold, and properly finish. Walls: Repair and refinish all walls. Ceilings: Repair or replace all damaged or missing ceiling and properly finish. Heating and Gas Piping: Install adequate heating facilities. Doors: Replace east door. If replaced, door must be of an approved type. Install new lockset complete with keeper/strike plate for east door. Repair jambs and/or casing of both doors after replacing fire damaged materials. EXTERIOR: Electrical: Repair all existing wiring and add additional wiring and fixtures as necessary to bring into full compliance of the Electrical Code as per new construction. Plumbing: Repair or replace all plumbing and fixtures to the new construction standards. Heating and Gas Piping: Must have pressure test on gas "house piping". Repair or replace central heating unit. Window & Door Screens: Install missing window screens with insect tight screens, with properly fitted frames which must be openable. Install missing exterior screen doors. Doors must have automatic closure device. Windows: Replace broken or missing window panes in all windows. Repair or replace facings of all windows. Repair or replace window sills of all windows. Siding: Repair or replace all broken siding. Caulk all open seams of siding. Refinish all siding and exterior exposed wood. Overhangs: Repair or replace all rotted and/or damaged fascia and/or overhang and refinish. Refinish overhangs. Foundation: Repair or replace crawl space access door and refinish. IN Roof: Strip roof and install new approved decking and roofing material where fire damaged. Remove all fire damaged coverings, decking, supports and materials. Because of the fire damage to the stairs to the upper portion of this structure, an inspection could not be made. BACKGROUND -INFORMATION: This ordinance is a part of our continuing efforts of "operation burnout", which will allow for the removal of these structures that have been declared nuisances as a result of fire damage, deterioration and/or dilapidation. Since the beginning of this program we have contracted for the removal of one hundred and eighty-eight structures at an average cost of $1,272 per structure. Funding for this program has been appropriated into our special demolition account number 8503. The Environmental Codes Staff has inspected and condemned all the structures listed in this ordinance. A recent inspection reveals all structures are vacant and are detrimental to the health, safety and welfare of the citizens in our City. To date, --the owners have apparently elected to ignore staff efforts to accomplish correction by rehabilitation or demolition. CITY OF LITTLE ROCK, ARKANSAS ORDINANCE NO. AN ORDINANCE CONDEMNING CERTAIN STRUCTURES IN THE CITY OF LITTLE ROCK AS STRUCTURAL, FIRE AND HEALTH HAZARDS; PROVIDING FOR SUMMARY ABATEMENT PROCEDURES; DIRECTING THE CITY ATTORNEY TO TAKE SUCH ACTION AS IS NECESSARY TO RAZE AND REMOVE SAID STRUCTURES; DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, certain structures in the City of Little Rock, Arkansas, have become run-down, dilapidated, unsightly, dangerous, obnoxious and detrimental to the public welfare of the citizens of Little Rock; and WHEREAS, the conditions of these structures' constitute a serious structural, fire and health hazard; and WHEREAS, such structures are a public nuisance and are dangerous to the health and safety of the occupants or other Persons and, further, are in such condition as to be dangerous to the lives, limbs and property of people in its vicinity or those lawfully passing thereby; and WHEREAS, such structures are declared a nuisance and immediate action is necessary to remedy these situations and said buildings should be rehabilitated by the owners or razed either by the owners or the City of Little Rock. NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. 01b Page 2 SECTION 1. The Board of Directors hereby declare that • the following structures constitute public nuisances. The owners of the following described properties are hereby ordered either to begin rehabilitation by immediately contacting the Department of Public Works and entering into an agreement providing for the immediate rehabilitation of the structure or to raze and remove said structure within twenty-four (24) hours and to complete such removal within seventy-two (72) hours of the effective date of this Ordinance. While not required by law to do so, the Department of Public Works will immediately attempt to notify the owners of the properties listed below of the passage of this ordinance by certified mail or personal service. The conditions of the structures on the above -described properties have been found to present structural, fire and health hazards and are dangerous to the health and safety of the occupants or other persons, and further, the structures are in such condition as to be dangerous to the lives, limbs and property of people in its vicinity or those lawfully passing thereby. SECTION 3. The City Attorney is hereby authorized to institute such proceedings against such persons as may be necessary in order to enforce the provisions of this ordinance so as to remedy the unsightly and dangerous conditions brought about as a result of the failure of the owners thereof to maintain these properties. SECTION 4. The Public Works Department of the City of Little Rock is also authorized to raze and remove said buildings and file and enforce a lien against said property for the cost of razing and removing said structures pursuant to Section 20-32 of the Little Rock Code of Ordinances. SECTION 5. Unless the provisions of this Ordinance are Put into effect immediately, the public peace, health and safety and welfare of the citizens of Little Rock will be adversely affected; therefore, an emergency is hereby declared to exist, and this ordinance shall be in full force and effect from and after its passage. + 1�
