PROJECT DESCRIPTION
This project goal was to develop a two -lot site on the northeast corner
of the intersection of 15th Street and Park Lane. The structures are
two, four unit apartment buildings that would provide affordable housing
in the Little Rock downtown area.
The total project consists of site developments that include re -curbing
the street edges, new sidewalks, on -site parking, and landscaping so
noted on the site plan. Architectural development consists of two
apartment buildings, each with four units of housing - two, two -bedroom
units located on the lower level, and two single -bedroom units located
on the upper level. These units will have separate utilities, entrances
and parking.
At this time, the proposed site in vacant. The property has not been
maintained and has high grass, overgrown brush, and trash. There are
no sidewalks, curbs or gutters. This project will redefine that corner
of the intersection, and will allow it to become a new visual element
from both the neighborhood and downtown exposures of the property.
The site design of the project is the culmination of several issues that
have been equally addressed. Most important was the existing fabric
created by the houses along 15th Street. Their scale and visual
aesthetics were important factors in the design and orientation of the
two buildings. Turning the buildings so that the smaller facade faced
the street addresses both the scale factor and the visual aesthetics of
the existing buildings. The second site issue concerned the on -site
parking. Again an existing condition played a role in addressing this
issue. Because of concern with the massing and rhythm created by the
project, it was divided into two buildings. These buildings were then
spaced apart with parking between them, allowing the rhythm of house and
drive to continue along 15th Street and through the new project.
It is anticipated that this project will have positive impact impact
on the existing neighborhood. Visually, it will improve the site and
street conditions, and also provide a pleasing appearance from the
highway. Being of new construction, new modern facilities will be
provided in residential housing. Also, this project could encourage
further development in revitalization of downtown residential districts.
