COA Applicant: Steven Bullock
Property Address: 400 East 15th Street
COA Request: Install storm windows and doors and new construction of a fence
along the property's perimeter
Background and Analysis: This structure was moved from its original location to the
present site as part of the Arkansas Highway department's relocation of structure during
the 1-630 construction. The applicant purchased the property in the summer of 1997,
and has subsequently been in the process of rehabilitating the structure. The work has
entailed only the necessary repairs to bring it up to code.
The request entails installing storm windows and doors on the structure for energy
efficiency as well as security reasons. The fence is to be installed only the property
line, which is depicted on the attachments. The application has met all public hearing
requirements.
Recommendations:
It is the recommendation of staff that the COA application be approved as requested.
COA Applicant: Mary B. Simmons
Property Address: 914 Scott Street
COA Request: Install handrail, as shown in photograph, on front porch
Background and Analysis: The applicant has owned and lived in this structure for
several years. The application of the handrails will emulate that which is depicted in the
historical photograph. The abutting property owners have been notified.
Recommendations:
It is the recommendation of staff that the COA application be approved as requested.
