3 A RESOLUTION TO SET DECEMBER 16, 2025, AT 6:00 P.M. AS THE
4 DATE AND TIME FOR A PUBLIC HEARING TO CONSIDER AMENDING
5 THE CITY OF LITTLE ROCK'S 2023, 2024,AND 2025 ANNUAL ACTION
6 PLANS TO INCLUDE FACILITY-BASED HOUSING/CAPITAL
7 DEVELOPMENT ACTIVITIES AND TO AMEND THE SOURCES AND
8 USES OF 2023, 2024, AND 2025 HOPWA FUNDS; AND FOR OTHER
9 PURPOSES.

11 WHEREAS, the City of Little Rock Board of Directors approved Little Rock Resolution No. 15,891
12 (February 7,2023)approving the sources and uses of 2023 Community Development Block Grant(CDBG),
13 HOME Investment Partnerships Program (HOME), and Housing Opportunities for Persons with AIDS
14 (HOPWA)Funds; and,
15 WHEREAS, the City of Little Rock Board of Directors approved Little Rock,Ark. Resolution No.
16 15,964 (May 2, 2023) approving the amended sources and uses of 2023 CDBG, HOME, and HOPWA
17 Funds; and,
18 WHEREAS, the City of Little Rock Board of Directors approved Little Rock,Ark. Resolution No.
19 16,243 (February 20, 2024)approving the sources and uses of 2024 CDBG, HOME, and HOPWA Funds;
20 and,
21 WHEREAS, the City of Little Rock Board of Directors approved Little Rock,Ark. Resolution No.
22 15,324 (May 21, 2024) approving the amended sources and uses of 2024 CDBG, HOME, and HOPWA
23 Funds; and,
24 WHEREAS, the City of Little Rock Board of Directors approved Little Rock, Ark. Resolution No.
25 16,728 (May 20, 2025)approving the sources and uses of 2025 CDBG, HOME,and HOPWA Funds; and,
26 WHEREAS,consistent with the City's adopted Citizen Participation Plan,the Consolidated Planning
27 Committee has recommended amending the 2023,2024,and 2025 Annual Action Plans to include Facility-
28 Based Housing / Capital Development activities, and to amend the sources and uses of the City's 2023,
29 2024,and 2025 HOPWA Funds; and,
30 WHEREAS,the proposed amendments include the following reallocations:
31 • For FY 2023 HOPWA Funds:
32 o Add $300,000.00 to Facility-Based Housing/Capital Development;
33 o Decrease Project Sponsor Administration by$72,572.99; and

1 o Decrease Housing Assistance and Related Supportive Services by $227,427.01.
2 • For FY 2024 HOPWA Funds:
3 o Add $450,000.00 to Facility-Based Housing/Capital Development; and
4 o Decrease Housing Assistance and Related Supportive Services by$450,000.00.
5 • For FY 2025 HOPWA Funds:
6 o Add$450,000.00 to Facility-Based Housing/Capital Development; and
7 o Decrease Housing Assistance and Related Supportive Services by $450,000.00; and
8 WHEREAS,as required by the U.S.Department of Housing and Urban Development(HUD),the City
9 must conduct a public hearing regarding the proposed amendments to the 2023, 2024, and 2025 Annual
10 Action Plans and the sources and uses of the City's HOPWA Funds;and
11 WHEREAS,the amendments have been posted for a thirty(30)-day public comment period beginning
12 November 10, 2025, and ending December 9, 2025, and the public hearing will provide an additional
13 opportunity for citizen review and comment.
14 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
15 OF LITTLE ROCK,ARKANSAS;
16 Section 1.The Board of Directors hereby sets Tuesday, December 16, 2025, at 6:00 p.m., or as soon
17 as the matter is reached on the agenda,in the Board Chambers,City Hall, 500 West Markham Street,
18 Little Rock,Arkansas,as the date,time,and place for a public hearing to consider amendments to the City's
19 2023, 2024, and 2025 Annual Action Plans to include Facility-Based Housing / Capital Development
20 activities and to amend the sources and uses of the 2023,2024, and 2025 HOPWA Funds.
21 Section 2. The City Clerk is directed to provide notice of this public hearing in accordance with HUD
22 and City notification requirements.
23 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
24 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
25 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
26 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
27 resolution.
28 Section 4.Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
29 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
