Overall, the project conforms to the spirit of the approved plan. However, the windows are a total disregard to the plan in type, location, and quantities. These changes to the window design, placement, and quantities will not require a hearing in front of the Historic District Commission for amendment of his Certificate of Appropriateness nor will it be a subject of enforcement.
