Ralph,
Thanks for your reply. I was on site and took photos last week and the
building looks much the same today as it did in the survey shots.
Thanks for the comments on the engineers report.
Unfortunately, this is a demolition by neglect gone bad. The applicant
said they tried to fix the roof after the tornado, but the contractor
left mid job, and the homeowner never completed the job.
I guess my question is really this: Can this structure ever become a
contributing structure? In my opinion, it can, but was wanting some
validation on the AHPP's part. Of course, I will not quote you or the
AHPP in the staff report.

Based on the photos that accompany the survey form and the report, we

much of the roof is gone.
However, I have some problems accepting all of the claims in the
engineering report, based on the photographs that they provided.
1) They claim in #5 that the "front porch structure was completely
demolished and requires repair." Indeed, in the photograph on the
bottom of page #4, whatever it is showing is completely demolished.
However, the photo at the top of page #3 appears to contradict that
statement. Although it is possible that the porch floor is gone - it's
hard to tell - the entire porch is not demolished.
2) In claim #8, they state that "Severe mold [has engrossed] all
plaster, carpet, decking and many structure[al] members." Although
there does appear to be some mold in the photo at the bottom of page 46,
the other interior photographs in the report do not appear to support
the claim of severe mold.
3) Claim #9 in the report states that the "ceiling structure is rotten
in many rooms." In addition, the "floor structure is also rotten in
several rooms." Although some photographs illustrate some failing
plaster or hanging wallpaper, they do not seem to illustrate the severe
rot that is claimed. In addition, although the photograph at the top of
Page #7 may show some rotten floor boards, again, the severe rot that is
claimed does not appear to be present.
Granted, the house does need some work, and putting a roof on the house
would likely stall or halt the progression of the building's
deterioration. However, it does not appear that the structure is beyond
salvage as claimed in the engineering report.

Good day,
According to the cart I received from Sarah, the structure at 413 East
Daisy Bates Drive is non-contributing to the district. In the comment
column, it states that part of the roof is missing (which is definitely
true). Is it non contributing because of the roof or is it some other
reason? It obviously needs some TLC.
We have a COA fro a demolition permit on this structure and would like
some guidance on the reasons to not support demolition.
