Ann,
Please forward to me the LRHDC requirments for financial hardship. Repeatadly in
the past I have inquired as to what information the LRHDC needed to show
hardship. The only instructions I received was from Mr. Gordon requesting that the
information be in a one page summary, which I provided in a manner suggested by
you after our meeting and your review of the facts in my case. After submiting the
same information to a finaicial planner as well as a accountant they both agreed
that a hardship did exsist. Mr. Black revewed the documents and his opnion was
that a hardship was not proved. Mr. Black did not ever state what constituted a
hardship nor did the other members of the comnission. Based on current
information available it is my conclusion that the decision of LRHDC was one
motivated out of personal bias against myself and not in the interest of the LRHD.

[Guthrie, Anne] Jimmy, This guy originally came before the LRHDC in May for approval to
rehab and install storm windows on his new "old" house on East 14th. They approved, he
was happy. Then he came back before the group as the windows were too far gone and said
he wanted vinyl windows. I met with this guy on numerous occasions and visited with him
over the phone. He submitted a lot of information but he kept giving out the wrong type of
info. There was even a special meeting to discuss only his project. Each time, he was told by
the LRHDC and myself what was requested or needed and in some instances he would
distribute the same old info. He just doesn't get it and has been told many times what was
needed. This file is thick with detailed info that he submitted.
At the infamous October meeting (when my neighbor was "arrested') the LRHDC rejected
his request for vinyl windows. At that time, he submitted a letter requesting transcripts of the
past year's meetings. He was even at Betty's house on 1000 Rock when the Mayor stopped
by to get the facts.
There is no criteria for financial/economic hardship and he knows that. Debra Weldon (city
attorney's office rep) and I talked about it this a.m. and will probably work up a letter to him.
Will be happy to oblige for additional comments on the subject. Lemme know.
