STAFF REPORT AND RECOMMENDATIONS

ADDRESS: 308 East 14th Street
COA REQUEST: Rehabilitate the structure into a single-family home; install storm windows
and HVAC units; repair gutters, foundation, doors, etc.
PROJECT BACKGROUND, DESCRIPTION AND ANALYSIS: The subject property is
located south of I-630. The structure is on the north side of 14th, just west of the alley between
Rock and Cumberland streets; it is the only structure on the north side of the block, facing 14th.
The two -storied structure, constructed in the 1890s, is listed as contributing in the MacArthur
Park Historic District 1988 architectural survey. The 1978 architectural survey of the MacArthur
Park and Governor's Mansion areas evaluated the structure as being level II of architectural
significance, which contributes to the area's character either visually or aesthetically. The
structure has been vacant for several years.
NEIGHBORHOOD IMPACT AND REACTION: At the time of distribution, there were no
objections, by letter or phone, to the applicant's request.
STAFF RECOMMENDATION: It is staff recommendation that the request to rehabilitate the
structure be approved with the following conditions:
♦ should be project scope change in any fashion in terms of material, massing, scale,
profile and size, staff is notified and appropriate actions taken;
♦ meet all city codes and regulations and appropriate approvals obtained;
♦ all replacement materials for the exterior are compatible with existing
♦ storm windows and doors meet guidelines' regulations in terms of materials and color

8. Eastside of house close second window from left on second story. Second window from right enlarge to
match other windows(24x72).
9. rear door opening on westside & install molding from that door around front door to replace
missing.
