The next filing deadline is August 4th to be heard at the September 4th HDC public hearing. I’ve reattached the Certificate of Appropriateness application packet. It is a fillable pdf. The construction of a commercial building is considered new construction and requires the filing of a Certificate of Appropriateness Application, the submission of a filing fee ($100), the completion of public notice requirements, and submission of supporting documentation, as outlined in the COA instructions in the application packet. The next upcoming filing deadline is July 7th (see attached calendar) and required submittal documents and filing fee must be submitted by EOD for that deadline to be scheduled for the August 7th Historic District Commission public hearing. I’ve attached the COA application packet here, containing instructions on required submittals, public notification requirements, and affidavit (if a representative is utilized). I’ve attached a few examples of new commercial infill development within the district. To summarize, in general, from what I heard from the Design Review Committee regarding the conceptual design, staff advises: The elevation facing McMath Avenue address McMath directly Potential through the extension of the east corner “tower” north into the parking area with a storefront entrance facing McMath with a connected pedestrian path from the sidewalk. Consider a darker color for the storefront system, such as bronze or black anodized aluminum, rather than bright metal Consider reducing the height of the CMU (?) bases along the facades to around 3 feet. Include signage into the application for tenants you have secured to consolidate regulatory processes. Remove lighting along the “cornice” of the towers. Consider using red/auburn brick veneer for the primary cladding. If the “cornices” are retained and utilized for the tower design, consider apply the brick veneer along the middle section. Or consider re-thinking this architectural element in general. Apply the primary brick veneer to the southern elevation. Consider increasing the landscaping along the northwest corner to further hide the parking viewable from McMath. Please let me know how I can be of further assistance to you in this process. Once you submit the updated site plan, I’d be happy to provide it to our zoning review and engineering teams to call out any additional considerations. As you move forward with the Certificate of Appropriateness (COA) process, please note that detailed architectural drawings of each elevation will be required at the time of your formal application submission. Without these, the application will be considered incomplete. If these drawings are not available by the Pre-Application meeting, the Design Review Committee may have difficulty providing thorough advisement and will likely ask detailed questions about each elevation. Additionally, we recommend including a more specific list of materials—such as the specific brick veneer product as well as the storefront and opening systems—to ensure clarity and assist in the review process. The exterior building materials are precast veneer, brick, stucco (the top plat section on the tall “towers”), and metal coping. The property is within the MacArthur Park Local Ordinance Historic District. The goal of the local ordinance district is to protect and preserve the unique and valued qualities of such an area, its urban design, architectural character, and historic materials in buildings and in landscapes. A property owner in this district is subject to the rules and regulations as set forth by the City of Little Rock ordinances, Municipal Code Chapter 23, Sec. 76-160, that is based on Arkansas State law. Any exterior renovation of structures, additions, fencing, or other site features requires the issuance of a Certificate of Appropriateness either administratively approved by staff or reviewed by the Little Rock Historic District Commission at their regularly monthly public meetings. The construction of a commercial building is considered new construction and requires the filing of a Certificate of Appropriateness Application(COA) (attached), the submission of a filing fee ($100), the completion of public notice requirements, and submission of supporting documentation, as outlined in the COA instructions in the application packet. The application for new construction also requires a Pre- Application meeting with the Design Review Committee, a subcommittee of the Historic District Commission. To begin, the process, you will need to submit a Pre-Application Meeting form (attached) with all requested submittal documents outlined in the instructions. The next Pre-Application Meeting is scheduled for June 18th at 3:00 PM at the Planning & Development Department at 723 W. Markham, Little Rock, AR, 72201 and would place your application on track to be heard at the August 7th Historic District Commission public hearing. Please make sure the description provided in the Pre-Application form is reflective of the full scope of work for this project. You are welcome to provide these documents via email.
