To whom it may concern:
1 am writing to request a Cerdfiraw of Appropriareness far exterior design changes at my property, 316 E.
I t"' St, which is home ro my business, the Urile Rock Violin Shop. The proposed changes have been made
with the help of Hannah Raul Exterior Design ConsuIEanr for Main Street Arkansas. The projcer will
hopefully be funded in part by the Main Street Arkansas ,Mini-Granr Program. Proposed changes include
exterior painting, improved signage, replacement skylights, and new terra costa coping on the pediment and
parapet walls.
The exterior painting will be limited to the doors, windows, trim, and gutters. The buildings brick exterior
will remain unpainted.
Signage improvements include a new wooden sign that will improve kgibiliry for our customers. The sign
material will likely be maple, as maple is one of the principle materials used in the construction of violins.
The building's skylights have produced water Icaks since the building was acquired in 2011. The plan is to tie
new skylights into the building's existing TPO roofing membrane. The new skylights will be Birdview brand
poly -domed skylights.
The final change is to replace the existing white aluminum coping cap with more traditional terra corta
coping caps. If possible, salvaged caps will be used, but given the need for 100fr of coping, new riles will likely
be used. New riles will be obtained through Superior Clay Corporation. The installation of the tiles will
require removing the existing coping, wrapping the top of the wall with TPO to create a watertight seal, and
setting the new riles in a mortar bed.

3. Materials for signs:
Materials used for signs should be traditional, such as
finished wood, glass, copper, or bronze, not plywood,
plastic, unfinished wood, neon or other internally lighted
materials, or flashing lights. Materials should be
compatible with the building materials.
4. Design of signs:
The design of the signs should be appropriate to the
building, in size, lettering, and style. Business logos or
symbols are desirable. If several businesses share a
building, coordinate the signs. Flashing, rotating,
moveable, or portable signs should not be used.
5. Lighting of signs:
Lighting of signs should be from remote sources,
preferably from the ground aimed directly at the sign and
shielded from street view. Lighting should not use visible
bulbs, internal sources or luminous paint.

c. Bulkheads:
Preserve, maintain, or repair bulkheads (kickplates) where they exist. Do not remove original bulkhead
panels.
2. Upper Levels of Commercial Structures:
Preserve, maintain, or repair the original appearance and details on the upper level(s) of commercial
buildings.
a. Cornices:
Whether of brick, concrete, terra cotta, or metal, cornices should be visible, not concealed or covered
with modern materials.
b. Architectural details
Brick corbelling, inlaid brick and concrete patterns, or clay tile roofs, etc., should not be removed or
concealed. Replace missing architectural features and remove non -historic facades, which conceal the
original facade and cornice. Decorative architectural features should not be added where none existed.
c. Windows:
Since windows changed styles with architectural trends, they are an important indicator of the historic
character of a structure. They also usually cover a large proportion of the visible facade. Window
sashes should be preserved, maintained, or repaired according to size, number and arrangement of lights,
materials, and decorative detailing. Windows should be visible, not concealed, enclosed, or covered. If
privacy or shade is required, use interior shades, blinds or exterior awnings.
3. Awnings on Commercial Structures:
Awnings may be added to commercial buildings if physical or pictorial evidence exists. Awnings
should be of a traditional design, materials, and placement. Canvas, acrylic, or vinyl -coated materials
are preferable to fixed metal or wood awnings.
4. Light Fixtures on Commercial Structures:
Preserve, maintain, or repair exterior historic light fixtures.
If historic light fixtures do not exist or require replacement,
concealed light fixtures, fixtures of a simple design, or
_ fixtures appropriate to the period of the building should be
used.

A Public Hearing on said application will be held by the Historic District Commission in the William
Grant Still Ballroom of the Robinson Center, 426 West Markham, Little Rock, Arkansas, on
November 5, 2020 at 4:00pm CST.
