In the Watkins/Peitz book on the FOIA, it is noted that, in other contexts, the citizenship of individuals is determined by domicile, i.e., the place here a person has his "true, fixed and permanent home ... and to which he has the intention of returning whenever he is absent therefrom." They conclude that defining "citizen" in terms of domicile makes sense for FOIA purposes. This would lead me to conclude that he is not entitled to make use of our FOIA. I am copying Tom in the event he has an opinion on this. The final vote was 4 ayes, 1 noes and 0 absent. A part of that approval, the Commission approved the fence as installed. The approval also requires you to obtain a building permit for the fence in accordance with city ordinances. Please arrange to obtain a building permit for this fence during your next trip to our city. Your Certificate of Appropriateness is included. Name of Board or Commission which you are applying: Historic District Commission 1) Outline the purpose or mission of the Board or Commission for which you are applying. The mission of the Historic District Commission is to preserve and protect sites and structures of historic and architectural interest, and significance; to encourage private efforts to restore such sites, buildings, structures, and their surroundings. 2) Why are you interested in serving on this Board or Commission? I feel a significant obligation to uphold the traditional methods and craft of historic built structures as a testament to both quality architecture and sustainable building methods. The vast majority of both public and private development today has .regressed to the lowest common denominator; resulting in'a built environment quite unbecoming of our advanced society. Preserving historic structures not only edifies our heritage, but serves as a reminder to build for future generations as our forefathers did long ago. 3) What are your qualifications for serving on this Board or Commission? As an architect, I feel that not only do I value the quality of structures, but I have an obligation to better our built environment through their preservation and restoration. As a testament to my commitment, I have lived in the Quapaw Quarter, the Heights and currently own a historic "craftsman" home in Hillcrest. As a design principal in my architectural firm, and as an active leader in civic, and professional organizations, I feel that I have the drive and leadership skills to excel in the duties required of the position. Additionally, you will not find a more active promoter of the city of Little Rock. 4) Do you have an idea of the time commitment it will take to serve on this Board or Commission?
