Installation of fences at the March 12, 2007 meeting. The Little Rock Historic District
Commission has deferred your Certificate of Appropriateness of the Installation of
fences to the April 9, 2007 meeting. The final vote was 4 ayes, 0 noes and 1 absent.
The Commission deferred the items for cause for more information. The commission
would like the following submittal: 1) Written clarification for necessity of eight foot
fence instead of shorter fence.

relocated at the midpoint of the house, 4) Photos of the interior of the courtyard area
(the area north of the 1020 north wall), and 5) which side of fence to be placed
outwards, and 6) State reason for necessity of six foot fence instead of shorter fence.

appointments.

1) Outline the purpose or mission of the Board or Commission for which you are applying.
The mission of the Historic District Commission is to preserve and protect sites and
structures of historic and architectural interest, and significance; to encourage private
efforts to restore such sites, buildings, structures, and their surroundings.
2) Why are you interested in serving on this Board or Commission?
I feel a significant obligation to uphold the traditional methods and craft of historic
built structures as a testament to both quality architecture and sustainable building
methods. The vast majority of both public and private development today has regressed to
the lowest common denominator, resulting in a built environment quite unbecoming of our
advanced society. Preserving historic structures not only edifies our heritage, but serves as
a reminder to build for future generations as our forefathers did long ago.
3) What are your qualifications for serving on this Board or Commission?
As an architect, I feel that not only do I value the quality of structures, but I have an
obligation to better our built environment through their preservation and restoration. As a
testament to my commitment, I have lived in the Quapaw Quarter, the Heights and
currently own a historic "craftsman" home in Hillcrest. As a design principal in my
architectural firm, and as an active leader in civic, and professional organizations, I feel
that I have the drive and leadership skills to excel in the duties required of the position.
Additionally, you will not find a more active promoter of the city of Little Rock.
4) Do you have an idea of the time commitment it will take to serve on this Board or
Commission? If, so, are you willing to make the full time commitment?
As an active participant in many volunteer organizations, I understand and am willing
to commit the time and effort above and beyond that required by the position.

in 1992 and was made partner in the Firm in 1997. His ten
years of experience have been focused on higher education
facilities including projects on seven separate Arkansas college
and university campuses.
Mr. Walls' relevant experience includes::

A 32,000 S.F academic facility for the school of aviation housing
administrative departments, classrooms, a flight simulator center,
distance learning and testing centers and a lecture auditorium.
Ouachita Baptist University- Harvey Jones Science Center
A 65,000 S.F., five story science facility housing research and
pedagogical laboratories, as well as administrative offices for the
Biology, Chemistry, Physics, Math, Computer Science and F.A.C.S.
departments.
University of Arkansas - Biological Sciences Laboratory
A 43,000 S.F., four story state-of-the-art research science facility
for the University's Biological Sciences department.

A combined renovation/new construction research facility totalling

Arkansas State Universiy Mountain Home - New Carpus
An entirely new campus for a rapidly growing community college,
this new 130 acre development includes four new academic build-
ings totalling approximately 100,000 S.F. clustered around a campus
mall. The new campus includes an administration/student center, a
general classroom building, a business technology building and a
health sciences building.
Pleasant Valley Church of Christ University of Arkansas for Medical Sciences College of Public Health
A new 130,000 S.F. 6-story facility that helps promote health and
Development Council wellness with sustainability solutions which connect with the
Central Arkansas Christian Schools mission of the college.
Leadership Greater Little Rock University of Arkansas for Medical Sciences Center for Psychiatry
Graduate - Class XVI Research. Education and Clinical Care
Consolidation of multiple psychiatric care facilities into one 25,000
SF building on the UAMS campus. Designed for flexibility and
growth, spaces include a large lecture hall, public meeting spaces,
clinical care and administration.
