SUBJECT: Status of 315 East I1th Street
This memo serves as notice that the property at 315 East 11th Street is in the process of being
rehabilitated. It has been on the city's "Unsafe and Vacant Structure Listing" for several years.
The new owners plan to repair the structure for use as storage for the apartments at 1100 Rock.
While the entire area is zoned high density residential (per urban renewal's zoning), the land use
map indicates that the subject structure is commercial; the adjacent structure to the west and the
two across the street are also commercial. Apartments, both low and high density, comprise the
neighboring area.
Since the structure is located within the MacArthur Park Historic District, it comes under the
review and jurisdiction of the Little Rock Historic District Commission (LRHDC); exterior work
and new construction within the district are commission responsibilities. Routine maintenance is
allowed within the local ordinance historic district with administrative approval; however, should
exterior improvements require a Certificate of Appropriateness (COA), staff will be notified and
appropriate actions taken for a public hearing before the LRHDC. The owner has a copy of the
district guidelines and is aware of the approval process for exterior work.

SUBJECT: Permit for 315 East 11th Street
This memo serves as administrative approval from the Little Rock Historic District
Commission (LRHDC) allowing the property owner of 315 East 11th Street permission to
obtain a permit for the structure's rehabilitation. Since the structure is located within the
MacArthur Park Historic District, exterior work comes under the review and jurisdiction of the
LRHDC as well. I understand that the permit is for interior and exterior repairs and a new roof;
architectural shingles are recommended. Routine maintenance is allowed within the local
ordinance historic district with administrative approval; as such, and meeting all city, building
and health regulations, the application for a permit should be approved. If exterior changes or
improvements are made that require a Certificate of Appropriateness (COA), staff will be
notified and appropriate actions taken for a public hearing. Refer to the application instructions

obtaining a COA.
