Notice is hereby given that pursuant to the provisions of the
Code of Ordinances of the City of Little Rock, Arkansas, the
following applications for a Certificate of Appropriateness have
been docketed for a hearing before the Little Rock Historic
District Commission in the Chambers of the Board of Directors,
Second Floor, City Hall, Markham and Broadway, Little Rock,
Arkansas on April 2, 1992 at 5:00 p.m.

Dear Members of the Historic District Commission:
In July 1991 we made application to the Historic District
Commission for demolition of the frame structure at 315 E. llth
Street. This building is at the rear of the lot we own which
contains the brick fourplex at 1100 Rock Street known as the
Ber-Dud Apartments. At that time we were denied a demolition
permit on the grounds that this is a historic building within a
Historic District and an attempt should be made to salvage it
either by moving it to another location or renovating it at its
present site.
Since the denial we have proceeded with a restoration of
the fourplex at 1100 Rock Street. We have invested a great
deal in doing this, and we are very proud of the results. We
are currently doing the final punch list and have begun seeking
tenants. We would be pleased to show the members of the
commission and city staff through the building.
As work has progressed at 1100 Rock Street, we have given a
lot of thought to what should be done with 315 E. llth.
Because we feel strongly that we need to provide well lighted,
off-street parking for our future tenants at 1100 Rock Street,
we feel the need to remove the structure.
We have offered to donate the building to anyone to would
like to move it. We have offered to contribute the cost of
demolition along with the building. We have been hoping that
someone with land and the need for such a structure would
surface, but this has not been the case.
It may be that it is just not the quality of building that
someone would want to invest in. We have done some
investigating about the cost of redoing the house as rent
property at its present site and have found the cost to be
prohibitive for us. We feel good about our investment in the

fourplex as a solid contribution to the Historic District. We
feel putting a great deal of money into what is, at best, a
very flimsy building at 315 E. llth, would be unwise for us as
a family.
We are asking for a rehearing because we are in a quandry
as to what should be done. There is no question that if the
property were landscaped and we were able to offer off-street
lighted parking, we would be doing between than we have so far
on our leasing of 1100 Rock Street. Prospective tenants are
concerned about what they see.
We realize fully, the difficult position in which this
places the Historic District Commission. We will support your
decision. We certainly want to do all we can to be
contributing members of the District. In 1977 I was one of the
original investors in Cumberland Square Apartments which was a
risky venture at the time, and I certainly want to continue to
support quality development downtown.
We appreciate your consideration of this matter.
