These buildings were slated for demolition in the 1960's under the Urban Renewal Program. Mr. Lester Gaines, the applicant, was able to convince the Housing Authority to sell the property to him rather than destroy these structures. Mr. Gaines subsequently located his business, Arkansas Business Systems, in the grocery building and has been using 316 for storage. Mr. Gaines is now in the process of converting 316 into an office for himself and wishes to make the proposed modifications in order that the building might be made more compatible with that use. On the basis of our meeting today with Lester Gaines, owner of the carriage house, the Quapaw Quarter Association recommends approval of the Certificate of Appropriateness, subject to the changes agreed upon at the meeting: 1) The entry door on the east side of the front facade will not be altered and will continue to serve as a door (rather than being converted into a window). 2) The existing window in the front facade will not be altered (i.e., its 2 over 2 configuration will not be changed to 4 over 4). 3) The central carriage/garage door will remain intact, except that the wooden panels will be removed and replaced by glass and the lower edge of the door will be sealed in an inconspicuous manner to make it stationary and weathertight. 4) Just one (1) simple exterior light fixture will be placed on the wall to the left (west) of the entry door. I am pleased that we were able to come to terms on these changes to the proposed project. In addition to saving Mr. Gaines money, the changes will keep much more of the original carriage house intact and will avoid the creation of a pseudo - "Colonial" or "Federal" facade.
