112 East llth Awning Installation
1016 Commerce Building Removal
Dear Ms. Satterfield:
Thank you for the opportunity to comment on the two referenced applications. The
staff of the Arkansas Historic Preservation Program has reviewed the two proposals,
and we submit the following recommendations.
The proposal for the installation of a fabric awning on the commercial building
located at 112 East 11th is an appropriate alteration, and in our opinion a
Certificate should be issued.
Regarding the removal of the building at 1016 Commerce Street, we feel that the
most appropriate course of action would be renovation/preservation in -place.
Because it appears that the owner of this building is determined for it to be
removed, and will likely not invest in its rehabilitation or sell it on -site,
we reluctantly can see some benefit in the proposal for its removal to another
site. If the commission were to approve the removal of this building,we recommend
that the owner be required to submit detailed plans for the future development
of the property, including a proposed schedule for implementation. In any event,
we encourage the Commission to carefully consider the impact this decision will
have on the MacArthur Park Historic District and future applications.

Dear Commissioners:
The Quapaw Quarter Association recommends that the Historic District
Commission grant the application of River City Optical for a Certificate
of Appropriateness.,
It is the QQA's opinion that the awning addition proposed by the appli-
cant is an easily removed addition that will not permanently alter the
building, and that the awning addition may improve the building's
appearance.
