The property owner is requesting that the PD-C zoning for
the property located at 11415 W. Markham Street be
revoked and the previous C-3 zoning be restored.
None.
Approval of the Ordinance
On November 15, 2022 the Board of Directors approved
Ordinance 22,197 which rezoned the property located at
11415 W. Markham Street from C-3 to PD-C and
established the Rock City Wraps — PD-C. The approved
PD-C was to allow for the development of a vehicle service
business (Rock City Wraps) with outdoor display.
The Property contained an old branch bank building with
drive-thru and parking. The building was recently removed
from the property. The concrete building slab and concrete
parking exist on the site.
The property owner does not wish to pursue the previously
approved PD-C development and is requesting that the PD-
C zoning be revoked and the property be restored to its
original C-3 zoning.
Background I On September 11, 2025, the Planning Commission voted

were no objectors present.
All owners of property located within 300 feet of the site
and all neighborhood associations registered with the City
of Little Rock were notified of the public hearing.

5 PD-C, RECLASSIFYING PROPERTY LOCATED IN THE CITY OF
6 LITTLE ROCK, ARKANSAS, AND FOR OTHER PURPOSES. (Z-9680-A),
7 LOCATED AT 11415 W. MARKHAM STREET.

9 WHEREAS, Ordinance No. 22,197 was passed on November 15, 2022 rezoning the
10 property located at 11415 W. Markham street from C-3 General Commercial district to PD-C
11 Planned District - Commercial, establishing the Rocky City Wraps — PD-C; and,

13 WHEREAS, the property owner has requested that the PD-C be revoked and the
14 prior C-3 zoning be restored; and,
15
16 WHEREAS, the Little Rock Planning Commission by a vote of nine (9) ayes, (0)
17 noes and two (2) absent, at its September 11, 2025 meeting has recommended that the Rock
18 City Wraps — PD-C be revoked and the property reclassified to C-3 General Commercial
19 District.

21 NOW, THEREFORE BE IT ORDAINED BY THE BAORD OF DIRECTORS OF THE
22 CITY OF LITTLE ROCK, ARKANSAS.

24 SECTION 1. That Ordinance No. 22,197 is hereby repealed, removing
25 from the official zoning map the classification PD-C Planned District - Commercial titled
26 Rock City Wraps — PD-C and the C-3 General Commercial zoning is restored to the property
27 described as 11415 W. Markham Street to the City of Little Rock, Pulaski County, Arkansas.
