3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER INTO
4 AGREEMENTS WITH OAKLEY FERTILIZER, INC., AS PRIMARY
5 VENDOR, AND CENTRAL SALT, LLC, AS SECONDARY VENDOR, FOR
6 THE PURCHASE OF BULK SALT MATERIALS ON AN AS NEEDED BASIS
7 WITHIN THE CITY OF LITTLE ROCK IN AN AMOUNT NOT TO EXCEED
8 THREE HUNDRED FIFTY THOUSAND AND 00/100 DOLLARS($350,000.00)
9 PER CONTRACT; TO AUTHORIZE THE CITY MANAGER TO EXECUTE
10 CONTRACTS FOR THE PURCHASE OF ROCK SALT IN BULK FOR THE
11 REMAINDER OF 2025; TO AUTHORIZE THE CITY MANAGER TO
12 EXECUTE CONTRACTS FOR THE PURCHASE OF ROCK SALT IN BULK
13 FOR 2026; AND FOR OTHER PURPOSES.

15 WHEREAS, the Public Works Department utilizes bulk rock salt materials during adverse winter
16 weather to remove snow and ice and to maintain safe roadway conditions during inclement winter weather;
17 and,
18 WHEREAS,a formal bid process was conducted in accordance with the City's Procurement Ordinance
19 and two(2)responses to an Invitation to Bid("ITB"),Bid No. 3047 for qualified vendors to provide bulk
20 salt to the Public Works Department on an as needed basis were received by the City on September 18,
21 2025;and,
22 WHEREAS,Oakley Fertilizer,Inc.submitted the lowest qualified bid meeting specifications and will
23 be the primary vendor for the purchase of pre-treated bulk salt for One Hundred Forty-Nine Dollars
24 ($149.00)per ton and non-treated bulk salt for One Hundred Thirty-Three Dollars($133.00)per ton;and,
25 WHEREAS, Central Salt, LLC submitted the second lowest qualified bid meeting specifications and
26 will be the secondary vendor for the purchase of pre-treated bulk salt for$178.45 per ton and non-treated
27 bulk salt for One Hundred Fifty-Five and 10/100 Dollars($155.10)per ton;and
28 WHEREAS,the City desires to utilize Oakley Fertilizer, Inc.,as the primary vendor for the purchase
29 of pre-treated and non-treated bulk salt materials, as needed, in an amount not to exceed Three Hundred
30 Fifty Thousand Dollars($350,000.00)for a term of one(1)year;and
31 WHEREAS,the City desires to utilize Central Salt, LLC,as the secondary vendor for the purchase of
32 pre-treated and non-treated bulk salt materials,as needed,in an amount not to exceed Three Hundred Fifty
33 Thousand Dollars($350,000.00)for a term of one(1)year,and

1 WHEREAS,there is concern that Oakley Fertilizer,Inc. and Central Salt,LLC(the"Vendors")may
2 not have sufficient amounts of rock salt to meet the City's needs in the event of inclement weather;and
3 WHEREAS,the City wishes to have the ability to purchase rock salt from other businesses in the event
4 the Vendors do not have sufficient amounts of rock salt to meet the City's needs for the duration of 2025;
5 and
6 WHEREAS,the total price of any such expenditure(s) for the remainder of 2025 shall not exceed the
7 Public Works Department's budget;and
8 WHEREAS, it is necessary to procure rock salt in bulk quantities to ensure adequate supply and cost
9 efficiency for the entirety of calendar year 2026;and
10 WHEREAS, the City desires to secure pricing through cooperative purchasing agreements or
11 competitive bidding in accordance with applicable procurement laws and policies;and
12 WHEREAS, the total price of any such expenditure(s) for 2026 shall not exceed the Public Works
13 Department's budget;and
14 WHEREAS, the City desires to have the ability to procure rock salt in bulk quantities to ensure
15 adequate supply and cost efficiency for the entirety each year after 2026.
16 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE
17 CITY OF LITTLE ROCK,ARKANSAS:
18 Section 1. The City Manager is hereby authorized to utilize Oakley Fertilizer,as primary vendor,
19 in an amount not to exceed Three Hundred Fifty Thousand Dollars($350,000.00),for purchase of bulk salt
20 materials for a term of one(1)year.
21 Section 2.The City Manager is hereby authorized to utilize Central Salt,LLC,as secondary vendor,
22 in an amount not to exceed Three Hundred Fifty Thousand Dollars($350,000.00),for purchase of bulk salt
23 materials for a term of one(1)year.
24 Section 3. Funds for these purchases are allocated in Public Works Department account: Streets
25 &Drainage Maintenance 204003 -61020.
26 Section 4. In the event Central Salt,LLC and Oakley Fertilizer,Inc.are unable to provide sufficient
27 amounts of rock salt to the City in the event of inclement weather for the remainder of this year,the City
28 Manager is authorized to enter into contracts with other vendors to meet the City's needs for the remainder
29 of 2025;the total price of any such expenditure shall not exceed the Public Works Department's budget.
30 Section 5. Funding for these purchases shall be provided through the Public Works Department's
31 approved 2025 operating budget.
32 Section 6. The City Manager is hereby authorized to execute all necessary agreements and take all
33 actions required to procure rock salt in bulk for the Public Works Department for the year 2026.

1 Section 7. Funding for these purchases shall be provided through the Public Works Department's
2 approved 2026 operating budget.
3 Section 8. This Resolution authorizing the City Manager to execute all necessary agreements and
4 take all actions required to procure rock salt in bulk for the Public Works Department for the coming year
5 shall be renewed each year starting in January 2027 and although the actual vendors selected may change
6 funding for these purchases shall be provided through the Public Works Department's approved operating
7 budget for the respective year.
8 Section 9. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase,
9 or word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
12 resolution.
13 Section 10. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
14 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
